Primary Purpose Focuses on the systems intersection of Human Resources (HR), employee experience, and governance to improve operational efficiency, quality, and overall user satisfaction. Collaborates with Information Technology (IT) to modernize, automate, and streamline HR systems, including leading the conversion of the Human Capital Management (HCM) system. Supports corporate HR data analytics and reporting while fostering strong cross-functional relationships. Drives the HR systems and data vision, working with the HR Technology Steering Committee and IT to implement dependable, automated, and user-friendly solutions that deliver measurable value. Leverages AI to modernize systems and proactively meet the evolving needs of employees and HR. Leads the execution of 6–12-month objectives, aligning strategy and budget planning with roadmap goals, while ensuring compliance and value realization through each implementation. Duties and Responsibilities Leads the translation of HR Technology Steering Committee priorities into actionable annual and quarterly plans that align with the broader HR technology roadmap. Serves as a trusted advisor and key liaison between the steering committee, stakeholders, and IT, ensuring business needs are clearly understood and reflected in the design of products and services that deliver maximum value to HR teams and employees. Defines development objectives within a 6-to-12-month horizon, collaborates with IT on implementation planning, and secures necessary funding. Ensures that all initiatives are aligned with strategic goals and that value delivery is clearly defined and measurable. Collaborates with IT to identify key outcomes to meet business stakeholder needs with an eye towards innovation and continuous improvement. Leverages automation, AI, and other technologies to replace manual processes with streamlined, dependable, and resilient solutions that meet the business requirements and increase operational efficiency, quality and the employee and HR experience. Aligns value and direction with the IT teams to implement on the annual and quarterly plans. Drives HR technology strategy and roadmap development in partnership with the HR Systems and Data Director, the HR Technology Steering Committee, and other key stakeholders, ensuring alignment with long-term business goals and future-state planning. Ensures all HR technology initiatives meet compliance, cybersecurity, legal, and operational standards by managing governance processes and overseeing release readiness through structured acceptance gates. Manages corporate HR reporting and data fulfillment, ensuring accuracy, consistency, and timely delivery of information to support business decisions and compliance requirements. Performs other duties as assigned (no more than 5% of duties). Requirements: Education Bachelor's degree in computer science, information systems, software engineering, business administration, human resources, related field, or equivalent training and/or experience is required. Experience 8 years of progressive related work experience in project or product delivery, product management, IT, human resources systems, and/or business operations or equivalent experience is required. 3 years of human resources systems and data experience is preferred. 3 years of energy industry or utility experience is preferred. Must reside in Southern California or be willing to relocate upon hire. We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office three days per week and work remotely on the remaining workdays. HR and Employee Experience - Knowledge of how HR and employees will interact with systems, applications, and products, with an ability to design solutions that are consumable, easy to navigate, automated, leverage AI, and eliminate manual processes. Value Realization - Ability to identify the value and benefits provided by a proposed enhancement relative to the IT effort to effectively prioritize the work, maximize the benefits to the business, and deliver on the roadmap. Product Management - Product management skills, including an ability to communicate and inspire the product vision, strategy, and roadmap. Ability to apply unique business insights, prioritize work, and make sound decisions aligned to business goals. Financial Acumen - Financial acumen, including the ability to accurately plan, manage and gain approval for the budget, including capital budget. Governance and Compliance – Knowledge of safety, compliance, regulatory, cybersecurity, resilience, dependability, and legal standards. Knowledge of compliance and acceptance gates. Exhibits strong communication skills, including the ability to assertively push back, escalate critical issues, and handle challenging conversations with tact. Agile - Knowledge of Agile tools and concepts and application of Agile methodologies is preferred. Licenses and Certifications Lean six sigma (green belt) is preferred. Other Qualifications May require work outside of normal business hours and/or 24/7 response availability for system and application maintenance, enhancements, production releases and/or operational emergencies.
