Birmingham, Leeds, Liverpool, London – Canary Wharf (Core HQs) Job Summary As a Senior Performance Analyst, you will work in the user-centred design team alongside a Senior User Researcher, Senior Interaction Designer and a Senior Content Designer within the Data Product Development team which also includes a Head of Data Product User-Centred Design, Head of Product, Head of Data Development, Head of Data Operations. You will help shape the design, development and continuous improvement of public-facing digital data products like the UKHSA data dashboard, as well as internal tools that share data and information that is used to guide public health decision making. You will use data to help the team understand how services are being used, where they can be improved and how we can more effectively meet the needs of users. You’ll lead the development of performance measurement frameworks, create reports and use a range of data sources to produce insights that support evidence-based decision making. You will help to ensure our products are delivering value for users and the public. You’ll be confident managing complex data, identifying trends and communicating clear and actionable insights to technical and non-technical audiences. You’ll have experience working in an agile environment and be confident guiding teams through the performance measurement process from discovery to live. The ideal candidate will enjoy the challenge of working on fast-paced, high-impact services and helping multidisciplinary teams use data to design better digital products. Job Description • The Senior Performance Analyst leads the development and delivery of performance measurement frameworks for digital and data products. These frameworks are used to assess whether services meet business objectives, user needs and deliver value. The post holder will work across Data Product Development to define what success looks like and how it can be measured effectively across the product lifecycle. • They are responsible for identifying and monitoring key performance indicators (KPIs), user outcomes and behavioural trends. This involves analysing data from a wide range of sources, including web analytics tools such as Google Analytics 4, BigQuery and internal data insights. They use this evidence to provide timely, accurate and actionable insight into how users interact with services and where improvements can be made. • The analyst builds dashboards and reports that are clear, inclusive and accessible, helping both technical and non-technical stakeholders understand how services are performing. They tailor their communication to meet the needs of different audiences and use visual and written outputs to support evidence based decision making at all levels of the organisation. • The post holder plays an active role throughout the agile delivery lifecycle, supporting development of digital and data products throughout their lifecycle. They help teams develop data driven hypotheses, test assumptions and prioritise changes based on user behaviour and service performance. By embedding performance analysis into the delivery process, they enable continuous improvement and more effective digital service design. • In addition to delivering their own work, the Senior Performance Analyst supports capability building across the Data Product Development function. They mentor colleagues, including analysts and non analysts, to help them understand how to use data and performance metrics to inform decision making. They also promote best practice in performance analysis, sharing knowledge and tools across teams within UKHSA and contributing to cross-government learning through established communities of practice. • The role involves maintaining high standards of data quality, ensuring accuracy in analysis and communicating any risks, gaps or limitations in the available evidence. Person specification Essential Criteria • A degree or equivalent professional experience in a relevant subject such as data science, statistics, digital, economics or a related field • Lead the design and implementation of performance measurement frameworks • Strong knowledge of web analytics tools such as Google Analytics 4 and BigQuery • Work closely with user-centred design, product, data development and data operations teams following agile approaches • Ability to analyse and interpret large datasets from multiple sources to generate insights • Experience presenting complex findings in a clear, accessible way to both technical and non-technical audiences • Proficiency in data visualisation and reporting tools such as PowerBI, Looker Studio or Excel • Understanding of the Government Digital Service Standard and how performance data supports compliance • Knowledge of best practice in data quality, data ethics and responsible use of data • Improve processes using analysis and regular performance reporting • Identify key outcomes and track them using relevant indicators Desirable Criteria • Formal training or certification in analytics, data visualisation, user research or performance measurement • Familiarity with the Government Digital and Data Profession Capability framework • Understanding of statistical techniques or experience with coding languages such as SQL, R or Python • Experience developing or maintaining automated dashboards or reports for ongoing monitoring • Awareness of accessibility standards in the design of data visualisations and digital reports • Experience supporting or mentoring other colleagues and contributing to capability building in a team • Knowledge of public health or healthcare data, systems or users • Participation in cross-government working groups, forums or communities of practice • Experience supporting colleagues understand the value of performance analysis • Strong understanding of user-centred design and how performance analysis supports user needs and continuous improvement of digital and data services • Ability to communicate data insights through accessible and inclusive data visualisation and storytelling techniques • Experience working across all phases of the agile delivery lifecycle including discovery, alpha, beta and live Alongside your salary of £54,416, UK Health Security Agency contributes £15,764 towards you being a member of the Civil Service Defined Benefit Pension scheme.
