Key Relationships / Functional Links
The post holder will work closely with:
• Staff at all levels within the Children’s Wellbeing Directorate
• The Directorate’s Senior Leadership Team, including the Director
• Other Council Directorates
• Members of the public
• External legal professionals including solicitors and barristers
• The judiciary and other public/private sector organisations
Main Purpose of the Role
• To provide high-quality performance management and data analysis that promotes continuous improvement, enhances efficiency, and supports evidence-based decision-making across the Council.
• This role will support the Corporate Leadership Team in determining and implementing the Council’s policy direction.
Key Responsibilities & Accountabilities:
• Submit key statutory statistical returns to Government accurately and within deadlines.
• Research, design, and implement policies, systems and procedures for integrated data management and information sharing.
• Manipulate and engineer data for use in data science products, collaborating with data engineers as needed.
• Drive innovation in data science by exploring new techniques, tools, and methodologies to generate actionable insights.
• Design and deliver data science products that align with user needs, organisational priorities and ethical standards.
• Collaborate across teams to build internal capability and share best practices in data analysis and science.
• Generate predictive and prescriptive analytics to guide strategic planning and service delivery improvements.
• Streamline performance reporting and implement automated, self-service reporting tools.
• Provide evidence-based advice and support to senior managers through research and performance analysis.
• Develop early warning systems for emerging performance issues, ensuring prompt action by relevant stakeholders.
• Create and promote performance benchmarking frameworks to identify improvement opportunities.
• Support and enhance data quality, contributing to more effective data handling and reporting processes.
• Conduct strategic needs assessments to guide corporate priorities and inform inclusive policy development.
• Promote and embed a performance culture through consistent communication and advocacy across the Council.
• Lead specific projects that support the Council’s vision and Corporate Plan commitments.
• Deliver work and support linked to the Strategy, Performance & Insight Team.
Organisational Development & Continuous Improvement
• Review and refine service delivery structures and processes to ensure efficiency and integration.
• Leverage new technologies to improve service delivery and performance monitoring.
• Build internal and external networks to support collaboration, knowledge-sharing, and service improvement.
Staff Management & Development
• Lead and develop a high-performing team of analysts and officers, ensuring effective induction, supervision, and retention.
• Provide technical and professional guidance to team members and direct reports.
• Line manage agency workers and consultants engaged in data or performance work, as required.
Essential:
• Proven experience in performance analysis, data science, or related field
• Strong data engineering and manipulation skills
• Ability to innovate and apply data science methods to real-world issues
• Effective leadership and team management experience
• Excellent communication and presentation skills
• Strong organisational and project management abilities
Desirable:
• Experience in local government or public sector
• Understanding of strategic policy development
• Familiarity with relevant legislative/statutory frameworks
