Role description
The goal of this SOW is to provide maintenance and support for tasks pertaining to database development for the Information Technology Services Division (ITSD) Department of Elementary and Secondary Education (DESE) The primary scope is supporting DESE critical applications data database development work for applications including but not limited to ePeGs, ASBR, CORE Data, FNS, MCDS, and Educator Certification. These applications play a vital role in enhancing educational processes, data management, and certification services. In addition, we recognize the importance of adapting to the ever-changing laws and regulations surrounding education in the state of Missouri. Therefore, our goal is not only to maintain existing functionality but also to introduce new features that align with legal and technical requirements and provide efficient service to educators, administrators, and stakeholders.
Performance Requirement:
Resources must have proven experience maintaining and supporting systems and processes similar to those in use at DESE.
Key expectations include:
• Collaborating with ITSD-DESE developers and agency SMEs to gather requirements, perform process analysis, and create documentation.
• Developing, rewriting, and maintaining ETLs, stored procedures, and SSIS packages.
• Performing job reviews and working across multiple databases and environments.
• Vendor proposals must explicitly detail their proposed approach for handling each classification of issue (Critical, Major, Minor/Trivial).

• All work will be prioritized by the ITSD-DESE Application Development Manager or ITSD Project Manager. The resource is required to provide a Level of Effort (LOE) estimate in hours for each task via an Azure DevOps (ADO) work item. No work will commence without formal authorization from the ITSD-DESE manager or designee.
• Assignments will be issued to vendor resources via ADO. Each work item must be fully documented in ADO to include: the problem description and cause, the resolution, agreed-upon LOE, actual hours, remaining hours, and any updated documentation. Work will begin within a timeframe based on its assigned priority.
• Vendor resources will be responsible for researching and responding to issues reported by business units, participating in meetings with ITSD and DESE staff for clarifications, and analyzing and resolving assigned issues.
• The vendor resources must effectively manage the ADO work item queue to prevent delays and ensure resources are available to address critical issues with a 24-hour or less turnaround time.
The following are samples, but not an exhaustive list, of maintenance tasks that could be assigned in relation to database development via this SOW:
• Investigate/Research questions and issues reported from the business unit.
• Monitor and regularly update ADO work items used to report issues and request enhancements.
• Handle errors received from jobs or stored procedures.
• Analyze issues reported.
• Maintain daily batch support.
• Coordinate scheduling and execution of batch jobs.
• Create/modify programs ETLs and stored procedures.
• Maintain batch job flow charts using VISIO.
• Create SQL queries to validate report numbers are correct.
• Interpret and document business needs in both technical and non-technical format.
• Create and maintain SSRS and SQL script documentation relevant to SSMS application.
• Provide Level of Effort (LOE) hours for tasks.
• ITSD-DESE uses ADO to record, track, and resolve work items and Cherwell for issues/problems.
