Job Summary Accelyst is seeking an experienced Service Delivery Business Analyst to support enterprise Telecommunications and Network Services operations. This role is responsible for analyzing business operations, improving service delivery processes, maintaining operational governance, managing reporting and analytics, performing inventory and billing reconciliations, and driving quality assurance initiatives. The ideal candidate will serve as the primary liaison between business stakeholders, vendors, and technical teams to optimize operational performance, improve service delivery, and ensure governance across enterprise telecommunications and network services. Job Roles and Responsibilities: • Conduct enterprise-wide business analysis for Telecommunications and Network Services operations. • Gather, analyze, and document business requirements from technical teams, business stakeholders, and vendors. • Identify operational inefficiencies and recommend process improvements to enhance service delivery. • Develop business cases and strategic recommendations for operational optimization. • Design, document, and maintain operational procedures, workflows, policies, and service delivery standards. • Establish governance controls, compliance measures, and operational best practices. • Monitor adherence to established operational processes and governance standards. • Reconcile telecommunications and network service inventories against vendor billing records. • Identify inactive, duplicate, or underutilized services and recommend cost-saving opportunities. • Validate telecommunications assets against enterprise asset management systems. • Support invoice auditing, billing validation, and financial reconciliation activities. • Develop and maintain centralized operational reporting and executive dashboards for: • Service Catalog Requests • Incident Management • Project Performance Metrics • Telecommunications Asset Inventory • Vendor Performance • Telecommunications Usage and Billing • Analyze operational trends and provide actionable recommendations to leadership. • Develop and manage Quality Assurance (QA) programs to ensure service quality and operational compliance. • Monitor service delivery KPIs, SLAs, and operational performance metrics. • Conduct process compliance reviews and identify continuous improvement opportunities. • Collect, track, and manage operational issues, risks, and corrective actions. • Coordinate issue resolution activities with vendors, technical teams, and business stakeholders. • Maintain issue logs, risk registers, and remediation plans. • Support continuous improvement initiatives, process automation, and organizational change management efforts. • Collaborate with cross-functional teams to improve operational efficiency and customer satisfaction. Required Qualifications: • Bachelor's degree in business administration, Information Systems, Information Technology, or a related field. • 5+ years of experience as a Business Analyst, Service Delivery Analyst, Process Improvement Analyst, or Operations Analyst. • Experience supporting Telecommunications, Networking, Infrastructure, or IT Service Management (ITSM) environments. • Strong business analysis, requirements gathering, and process documentation experience. • Experience developing operational procedures, workflows, and governance documentation. • Proven experience with telecommunications inventory management and vendor billing reconciliation. • Experience performing invoice auditing, financial reconciliation, and asset validation. • Strong reporting, dashboard development, and business analytics experience. • Experience with ServiceNow, asset management platforms, and vendor management processes. • Strong understanding of Incident Management, Service Catalog, Change Management, and ITIL-based service delivery processes. • Experience developing executive-level reports, KPIs, and operational dashboards. • Excellent analytical, problem-solving, and organizational skills. • Strong written and verbal communication skills with the ability to interact effectively with business leaders, vendors, and technical teams. • Demonstrated ability to manage multiple priorities in a fast-paced enterprise environment. Preferred Qualifications: • Experience working within enterprise Telecommunications or Network Services organizations. • Knowledge of ITIL frameworks and IT Service Management best practices. • Experience with enterprise asset management and configuration management processes. • Familiarity with vendor contract management and telecommunications billing analysis. • Experience supporting continuous improvement and process automation initiatives. • Knowledge of business intelligence and reporting tools such as Power BI or Tableau. • Experience working in public sector or government environments is considered an asset.
