Project Summary:
The client is seeking an experienced SharePoint Analyst to lead the migration of multiple SharePoint 2019 On-Premises sites to SharePoint Online (M365). This project supports the retirement of the existing PsychPoint system for the 4th District and aims to modernize collaboration, governance, and document management within the State's technology ecosystem.
The selected consultant will provide technical expertise, solution design, and migration execution, while ensuring data integrity, compliance, and performance throughout the process. The role will also include mentoring, documentation, and technical knowledge transfer to State personnel.
Key Responsibilities:
Lead the migration of SharePoint 2019 On-Premises sites to SharePoint Online within Microsoft 365.
Design, develop, configure, test, and deploy SharePoint solutions and components using modern frameworks.
Perform quality assurance, performance monitoring, and post-migration validation to ensure stability and usability.
Collaborate closely with the IT Division Manager and stakeholders to align with enterprise architecture standards.
Develop and maintain custom SharePoint components (SPFx web parts, extensions, scripts, workflows).
Integrate SharePoint with Microsoft 365 services such as Teams, OneDrive, and Power Platform (Power Apps, Power Automate, Power BI).
Manage and secure content through appropriate permissions, governance, and compliance controls.
Support Azure-based integrations (Azure Functions, Logic Apps, Key Vault) and DevOps pipelines (Azure DevOps / GitHub Actions).
Provide documentation, knowledge transfer, and training for State personnel.
Communicate effectively with both technical and non-technical stakeholders.
Required Qualifications & Skills:
2+ years of experience in SharePoint development and administration.
Proven expertise in C#, ASP.NET Core, Entity Framework, and SharePoint Online architecture (sites, hubs, tenants).
Strong proficiency with PnP PowerShell, SharePoint REST API, and Microsoft Graph API.
Hands-on experience with HTML5, CSS3, JavaScript (ES6+), TypeScript, and React (SPFx).
Experience designing and deploying SharePoint Framework (SPFx) web parts, extensions, and applications.
Strong understanding of permissions, Azure AD groups, M365 governance, and compliance features (retention, sensitivity labels).
Familiarity with Power Platform, Teams integration, and Microsoft 365 Admin tools.
Experience with CI/CD pipelines, Git version control, and Azure DevOps or GitHub Actions.
Solid grasp of records management, metadata, and content types.
Excellent problem-solving, documentation, and communication skills.
Desirable Skills:
Experience with VueJS, Bootstrap, and responsive UI design.
Knowledge of Azure services (Functions, Logic Apps, Storage, Key Vault).
Familiarity with third-party migration/governance tools such as AvePoint or ShareGate.
Understanding of conditional access, OAuth, and security best practices for SharePoint Online.
Testing experience: unit testing, UI testing, load/performance testing, and automated regression.
