Title : Sr. OBIEE Developer with CBAP Location : Menands, New York Duration : 30 Months Client : NY State - Office of Mental Health Job ID: SLG - 19 - 11144 Respond by: 09/26/25 5:00 PM Description A new vendor managed/hosted Electronic Health Record (EHR) system will replace OMH's legacy EHR systems MHARS and VISTA, which are managed and supported by ITS. To support OMH's transition to a new vendor EHR system, ITS will need to modify legacy interfaces and data integrations, map and convert MHARS and Vista data to the new EHR, build a new EHR data warehouse, as well as complete several projects deemed critical by OMH to ensure readiness and preparation for the EHR implementation. The business analyst will collaborate with OMH Business Owners and project team members to ensure a cohesive approach to business analysis, data management, and quality through all phases of project implementation as it pertains to Data Warehouse reporting: • Medication and vaccine data to a single schema for comprehensive medication and reporting with requested data elements from the Veterans Health Information Systems and Technology Architecture (VistA) application. This includes patient and pharmacy management data elements. • The Outpatient Staff Productivity (OPP) provide the NYS Office of Mental Health (OMH) staff with information regarding service provision. Reporting of key performance metrics for analysis of Outpatient Staff Productivity pertaining to the Adult population and Children and Youth population. • The State Facility Enterprise Reporting (SFER) site consolidates the Business Intelligence Unit's reporting offerings for the Office of Mental Health's State Facilities. A collection of reports is provided for inpatient, outpatient, residential, family care and screenings census data, admissions, discharges and health services reports, staff services, patient and facility reports, management indicators and statistical reports. Staff within OMH use these reports to review facility and statewide information based on admissions, discharges and census numbers at each OMH facility. • The Center for Human Resources Management (CHRM) Portal allows the Office of Mental Health agency and human resources staff to easily examine key elements of established positions and their incumbents as of a selected effective date, using data from the Department of Civil Service's New York State Electronic Personnel System.  The Overtime (OT) Portal allows easy production of overtime hours worked based reports to meet the information needs of agency management. The facilities data, based on overtime hours entered into OMH’s Automated Time and Attendance System, is uploaded to the Human Resources Management System (HRMS), and then to the CHRM Data Warehouse. Duties • Work as a liaison among stakeholders in order to elicit, communicate and validate the requirements for changes to current business reporting requirements and policies for the development of new operational reports and analytics. • Conduct data analysis of business and user needs and developing business requirements documents in accordance with the requirements and protocol of the ITS EIM Division during multiple project phases to convert the numerous Oracle Portals, Business Areas, and Discoverer Workbooks to the current Oracle analytical reporting platform. • Create business documentation (Business Requirement documents, use cases, swim lanes, process documentation) that detail the Business Intelligence reporting requirements and deliverables for reports, dashboards, and ad hoc tools. • Work closely with Data Warehouse and Business Intelligence technical team members and various OMH Business Owners to create Business Requirement documentation and to communicate the business requirements to the technical team for development of logical and physical dimensional data model reporting requirements. • Collaborate with data modelers, ETL developers, programmers and the business owners to translate report requirements, provide clarification of business rules, prioritize development, obtain signoff and ensure successful delivery of accurate end user reporting requirements • Create and execute test scripts, scenarios, and test plans to validate initial business requirements and report output through the DEV, QA and PROD migrations testing for accuracy and sign off on deliverables. • Assist in providing training & end user support for OMH staff utilizing the Analytics tool. Mandatory Requirements • Experience (12+ Years) • Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
