Job Title: Sr. QA Manager – Medicaid Systems Transformation Client Title: Enterprise Quality Program Analyst Pay Rate Range: $60.00 - $68.00/hr (depending on experience) Job Type: Contract, 12 months (likely to extend) Location: Montgomery, AL Work Mode: 100% onsite Interview Mode: video or in-perso,n based on candidate location (onsite interviews highly preferred) Project: Medicaid Enterprise Systems (MES) Modularity Program Position Summary: Medicaid Agency is transitioning from a monolithic Medicaid system to a modular, Service-Oriented Architecture (SOA)–based Medicaid Enterprise System (MES). The Enterprise Quality Program (EQP) Test Engineer supports the MES Modularity initiative by leading quality assurance and testing efforts across multiple vendors and project methodologies. This role ensures compliance with CMS standards, ds including MITA, MECL, MECT, and Outcomes-Based Certification while overseeing overall test effectiveness and quality governance. Key Responsibilities • Serve as MES Enterprise Quality Program Test Engineer, reporting to the EQP Program Manager • Plan, manage, and oversee enterprise-wide QA and testing for MES modules and end-to-end solutions • Ensure compliance with CMS Medicaid standards (MITA, MECL, MECT) • Oversee and integrate testing efforts across multiple vendors and test teams • Develop, design, and monitor QA metrics and KPIs • Perform Test Analyst activities, including test planning, execution, and evaluation • Develop and implement multi-phase enterprise test strategies • Support functional, performance, regression, automated, manual, and ad-hoc testing • Oversee PMO vendor’s Quality Management Plan • Collaborate with infrastructure, security, data governance, privacy, and PMO teams • Identify testing risks, constraints, and mitigation strategies • Support data warehouse and report testing initiatives Required Skills & Experience • 5–7 years of Quality Assurance and Test Management experience • 3–5 years developing enterprise test strategies for complex systems • 3–5 years working on large, multi-vendor projects • 3–5 years working with management and key stakeholders • 3–5 years of Data Warehouse and Report Testing experience • 3–5 years writing complex SQL queries • 1–2 years of Snowflake experience • Strong knowledge of: • Azure DevOps • Web-based application testing • SDLC methodologies • Agile and object-oriented testing principles • Software design patterns • Version control systems • Strong test planning and test case development skills • Excellent written and verbal communication skills • Proficiency with MS Office (Excel, Word, PowerPoint, SharePoint) Preferred Qualifications • Experience on Medicaid or major healthcare payer projects • Program and/or project management experience • Automated testing concepts and tools • Knowledge of Medicaid Transformation Initiatives • Experience advising on RFPs and proposal evaluations • Strong analytical, critical thinking, and diagnostic skills • Ability to work independently with minimal supervision • Ability to work under pressure and meet deadlines • Experience working with hybrid virtual and in-person teams • Strong interpersonal and team-building skills Education • Bachelor’s degree in Computer Science, Information Systems, or related field • OR • 5+ years of equivalent professional experience
