Role description
This position will report to the MMIS Technical Manager and will serve as the Senior Technical Data Analyst for MassHealth’s MMIS T-MSIS and data ETL (Extract, Transform, Load) efforts. As a Data Analyst for the highly visible MMIS modernization effort to achieve MassHealth’s’ MMIS vision, the ideal candidate will have working knowledge in architecting Medicaid applications utilizing cloud and data-centric technologies. Technology design and implementation experience in a healthcare setting, with a working knowledge in Medicaid Technologies is preferred. A prior knowledge of Informatica is also preferred. Experience working in government or with governmental agencies is desirable. The ideal candidate will be most comfortable with being hands-on in the latest in data transformation and ETL tools, with the ability to code in Informatica. Detailed List Of Role And Responsibilities • Responsible for providing technology leadership, guidance and mentoring for MMIS with regards to data preparation, ETL, and EDI. • Develop data architecture solutions spanning across business policies, systems, applications and networking environments and Informatica. • Collect and analyze business and technical requirements and translate them into information technology solutions. Detail and document the logical and code-based designs as per the EOHHS and EOTSS methodologies, policies, standards, and patterns. • Design data transformation using Informatica to build and maintain data integration solutions, primarily focused on ETL through ETL using tools like Informatica. • Provide the best feasible solutions for data analytics applications and services according to specifications and within agreed upon timeframe. • Develop architectural proofs of concept to demonstrate practical business agile solutions and evolve core architectural constructs. • Develop, implement, maintain systems extracts from various sources, transform the data and loading into the target databases. Conduct testing, troubleshooting, and optimizing data integration workflows to ensure data accuracy and data integrity. • Have a working knowledge of systems design using Oracle Suite, Informatica Secure agent, and Informatica Intelligent Cloud Service (IICS). • Conduct SQL queries with conducting data analysis. • Identify and manage technology, architecture and infrastructure risks and lead in developing and implementing appropriate data risk mitigation strategies. • Document technical artifacts for the ETL processes and solutions including testing scenarios • Conduct performance tuning of the ETL processes for performance and resource utilization. • Ensure PHI/PII data is accurate and handled correctly according to company policies and legal standards like HIPAA. • Collaborate with the EOHHS Architecture Teams to assist in defining and managing standards, guidelines, and processes for infrastructure technology and software developments. • Participate in writing of RFPs (request for proposal, quotation, etc.) and SOW (statement of work) for infrastructure solutions and in contract and cost negotiations with vendors for SaaS solutions, infrastructure hardware, software, and professional services in the topic of ETL. • Collaborate with Business Functional Leads, Enterprise Infrastructure, and 3rd parties to define, design implement secure, scalable, extensible, and cost-effective solutions in alignment with business strategy and objectives. • Work in a matrixed environment with infrastructure and applications teams, data warehouse architects, security architects, and strategic partners to create an architecture accommodating the business strategy. • Other duties as assigned. Skills • Solid foundation of programming, database, and data warehousing concepts and data quality principles. • Thorough understanding modern enterprise architecture and hands-on experience with data manipulation tools and frameworks with Informatica.. • Proficiency with ETL development, processes, including data extractions, transformation loading, troubleshooting complex issues and possessing strong analytical and problem-solving skills. • Extensive experience working with database management and SQL abilities. • Responsible and dependable to finish tasks from start to finish. • Extensive knowledge of multiple data-centric technologies and current computing trends. • Skilled at translating business strategy and project portfolio into short and long-term data transformation plans, detailed requirements, and models. • Hands-on expertise with cloud-native applications as well as existing mission-critical enterprise applications in the commercial cloud (AWS preferred). • Have a working knowledge of Risk Management, Disaster Recovery, Business Continuity, IT Security Architecture, and IT Regulatory Compliance. • Able to rapidly comprehend the functions and capabilities of new technologies and apply them to improve services or address issues. • Able to create estimates of the time and resource requirements for different activities, prioritize activities and determine which activities can be completed in parallel and in sequence. • Strong written, verbal communication skills and collaboration skills, including the ability to facilitate meetings, conduct presentations and effectively lead discussions. • Experience in government or with government agencies is preferred. • Experience in Healthcare domain/healthcare data is strongly preferred. • Experience in documenting technical artifacts (Environment, SAD (System Architecture Document), Runbook etc...) QUALIFICATIONS: (Experience and Education) • Bachelor’s degree or higher in Information Systems, IT with 10+ years’ experience, or equivalent in healthcare administration setting.
