5-Year Government Contract | $120-130/hr + Premium Testimony Rates
We are seeking a PhD-level Statistical Analyst with Expert Witness Credentials for a critical government contract analyzing racial disparities in criminal justice outcomes and providing expert testimony in legal proceedings.
Your Role: You'll serve as the lead statistical expert for a government agency's equity compliance program. This involves designing and conducting rigorous statistical analyses of criminal justice outcomes, preparing expert reports for legal proceedings, and potentially providing expert testimony in court. Your work will directly inform policy decisions and legal responses to equity challenges.
Core Responsibilities:
Phase 1 - Methodology Development (Months 1-6):
• Design statistical framework for analyzing racial disparities in criminal justice outcomes
• Develop methodologies compliant with statutory equity requirements
• Establish baseline measurements and comparison frameworks
• Create analytical protocols for ongoing monitoring
• Document methodology in clear, legally defensible terms
Phase 2 - Initial Analysis (Months 7-12):
• Conduct comprehensive statistical analysis of historical case data
• Perform regression analyses controlling for legally relevant factors
• Test for statistically significant disparities across racial/ethnic groups
• Prepare initial findings report with visualizations and technical documentation
• Present findings to agency stakeholders
Phase 3 - Legal Support (Ongoing):
• Prepare expert reports and declarations for legal motions
• Respond to challenges to your methodology and findings
• Provide expert consultation on case-specific analytical questions
• Prepare for and provide expert testimony in court proceedings (as needed)
• Withstand cross-examination and defend analytical approach
Phase 4 - Ongoing Monitoring (Years 2-5):
• Conduct quarterly disparities analyses with updated data
• Track trends over time and flag significant changes
• Prepare regular technical reports for agency leadership
• Support continuous improvement of analytical methods
Project Scope:
• Year 1: ~400 hours (methodology + initial analysis)
• Years 2-5: ~200 hours/year (quarterly analysis + legal support)
• Total base engagement: ~1,200 hours over 5 years
• Additional: Expert testimony billed separately at premium rates
Required Qualifications:
• PhD in Statistics, Biostatistics, Quantitative Criminology, Sociology, Econometrics, or closely related field
• Expert witness experience - Prior testimony in criminal or civil proceedings (deposition and/or trial)
• Disparities analysis expertise - Deep knowledge of methods for detecting and measuring discrimination
• Causal inference - Understanding of selection bias, confounding, and causal identification strategies
• Legal communication skills - Ability to explain complex statistics clearly to judges and attorneys
• Composure under pressure - Capacity to defend your work under adversarial questioning
Statistical Methods Expertise:
• Multivariate regression (OLS, logistic, multinomial)
• Propensity score matching or other causal methods
• Hierarchical/multilevel modeling
• Hypothesis testing and power analysis
• Missing data methods
• Sensitivity analysis
Domain Experience (Highly Valued):
• Criminal justice or legal system data analysis
• Racial equity, discrimination, or civil rights research
• California criminal justice system familiarity
• Prosecutorial decision-making research
• Published research in peer-reviewed journals on related topics
Compensation & Contract Details:
• Base rate: $120-130/hour
