Who We Are
HII-Mission Technologies seeks a Technical Assurance Manager to support our work at Kirtland AFB, Albuquerque, New Mexico.
HII-Mission Technologies is a crucial provider of quick response technology assessments with a five-year contract to provide support to the Office of the Secretary of Defense with work primarily at Kirtland AFB, Albuquerque, New Mexico. Our staff offers a broad range of engineering and technical services, including technology demonstrations and assessments, laboratory and field experiments, and integrated research and analyses.
We are seeking additional qualified experts to join our technology assessment organization in support of the Department of Defense (DoD) Research, Development, Test, & Evaluation activities for one or more projects. The technology assessments involve the study and review of a technology/concept and the delivery of impartial assessment services to support time-sensitive programmatic decisions. Each assessment is customized to the unique requirements of the respective clients and span a wide array of domains and systems.
What You Will Do
β’ Subject Matter Expertise: Serve as a Subject Matter Expert, providing critical advice to (RD-TSX) test engineers and stakeholders and implementing necessary controls to mitigate identified risks.
β’ Control Framework Development: Develop and implement a robust and effective control framework for technology, including mechanisms for continuous monitoring and proactive risk identification.
β’ Standardized Review Processes: Develop and implement systematic, integrated review processes to ensure consistent and standardized reporting across all assessments.
β’ Risk Analysis: Evaluate systems and analyze internal and external data sources to identify and assess project risks and help develop mitigation plans.
β’ Stakeholder Engagement: Build and maintain strong relationships with project officers, test engineers, writers, reviewers, and other stakeholders across the technical branch and assessment group, fostering effective collaboration.
β’ Project Lifecycle Support: Conduct thorough, methodical, and timely reviews throughout the entire project assessment lifecycle, ensuring quality and adherence to standards. Use a systematic approach to find and correct issues.
β’ Team Leadership & Development: Proactively engage, source, train, and support test engineers, writers, reviewers, and stakeholders. Provide training on technical topics, as needed.
β’ Communication & Progress Tracking: Ensure timely communication of report reviews, actively track progress on all reviews, and drive efficient actioning on identified issues.
β’ Quality Assurance: Collaborate with the Quality team to ensure compliance with customer guidelines, internal standards, and a commitment to first-time quality.
β’ Continuous Improvement: Remain aware of industry best practices, emerging threats, and evolving internal requirements.
β’ Operational Excellence: Review and track operational critical requirements throughout the systems test process to ensure continuous improvement and operational effectiveness.
β’ Leadership & Management: Lead and manage the technical aspects of the NAG's RD-TSX assessment program.
β’ Risk Assessment & Vulnerability Management: Conduct and oversee risk assessments and vulnerability scans of RD-TSX systems and networks.
β’ Compliance: Develop and implement security controls and safeguards in accordance with DoD and federal regulations (e.g., RMF, ICDs, NIST).
β’ Threat Intelligence: Monitor and analyze cybersecurity threats and risks impacting RD-TSX operations.
β’ Regulatory Compliance: Ensure compliance with DoD and federal regulations, as well as RD-TSX policies and procedures.
β’ Industry Awareness: Stay current on emerging cybersecurity threats, vulnerabilities, and technologies relevant to the DoD environment.
β’ Understanding of the DoD Acquisition Life Cycle.
β’ Collaboration: Collaborate with other cybersecurity professionals within the DoD and across the Intelligence Community.
What We Are Looking For
β’ 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
β’ Ability to work multiple projects and handle schedule changes and short suspense tasks.
β’ Experience in RF, cellular, cyber, EOD, CBRN, and networking technologies with a desire to learn new technology.
β’ In-depth knowledge of DoD frameworks and regulations (e.g., RMF, ICDs, NIST). Understanding of cybersecurity concepts, including threat modeling, vulnerability management, incident response, and risk assessment.
β’ Understanding of tools and technologies (e.g., SIEM, IDS/IPS, firewalls, antivirus).
β’ Demonstrated ability to rapidly understand new technology, resolve complex problems, and overcome human and technical obstacles.
β’ Experience working with multi-level classified information systems in a secure office environment.
β’ Experience with DoD and IC directives and best practices.
β’ Excellent written and verbal communication, interpersonal, and presentation skills.
β’ Strong analytical and problem-solving skills with the ability to think critically and independently.
β’ Ability to work effectively in a dynamic environment. Strong self-motivation and self-starter with the ability to work with minimal supervision while also being a strong team player.
β’ Active Top-Secret Security Clearance with SCI.
Preferred: Bonus Points For...
β’ Bachelor of Science in Engineering or Physics, and 15 years of experience in test and evaluation or research and development and published in a peer-reviewed journal.
β’ Master of Science in Engineering (e.g. Structural, Environmental, Chemical, Biological, Radiological (Nuclear), Mechanical, Electrical systems, Operations Research, or Physics) and 10 years of experience in test and evaluation or research development.
β’ Relevant certifications (e.g., CISSP, CISM, CISA, CEH) desired.
β’ Experience in DoD Test and Evaluation and Rapid Assessments.
β’ Demonstrated experience in the field and industry.
β’ Experience with Government writing focused on a Senior-Leader audience.
β’ Experience with the style guides, such as the Government Publishing Office (GPO).
β’ Experience with the Department of Defense (DoD) Issuance Style Guide.
β’ Experience in DoD Knowledge Management activities.
β’ Current, or prior, Active Duty, National Guard, or Reserve Special Operations Forces.
