Senior Technical Business Analyst Job Summary
Independence Blue Cross is seeking a Senior Technical Business Analyst with strong Agile experience to support cross-functional initiatives and technical delivery teams. This role requires a confident communicator who can engage diverse audiences, drive requirements clarity, and facilitate collaboration across stakeholders. The ideal candidate is adaptable, proactive, ownership-driven, and highly effective at multitasking in a fast-paced hybrid environment. Healthcare domain experience is a strong plus.
Key Responsibilities
• Partner with business and technical stakeholders to gather, analyze, and validate requirements
• Lead requirements discovery sessions, workshops, and stakeholder meetings
• Translate business needs into detailed functional and technical requirements
• Create and maintain user stories, acceptance criteria, and backlog artifacts in Agile/Scrum environments
• Develop process flows, diagrams, and models using Visio or similar tools
• Produce high-quality documentation including requirements specs, process documentation, and decision logs
• Establish and maintain requirements traceability across the SDLC
• Support data migration initiatives by documenting mappings, rules, and validation requirements
• Collaborate closely with product owners, developers, QA, and project managers
• Facilitate communication between business and technical teams to ensure alignment
• Proactively identify risks, gaps, and dependencies and drive resolution
• Operate independently while maintaining strong collaboration with distributed teams
Required Skills & Qualifications
• Strong experience as a Technical Business Analyst in Agile environments
• Deep knowledge of SDLC methodologies
• Hands-on experience with Agile/Scrum frameworks and user story development
• Proven ability to develop detailed requirements and supporting documentation
• Experience creating process flows and diagrams using Visio
• Requirements traceability management experience
• Experience supporting or documenting data migration efforts
• Strong stakeholder engagement and facilitation skills
• Excellent written and verbal communication skills
• Demonstrated ability to multitask and adapt to changing priorities
Preferred Qualifications
• Healthcare industry experience (strongly preferred)
• Experience working with enterprise systems and technical teams
• Background in large, cross-functional transformation or modernization initiatives
