My client is one of the largest financial institutions headquartered in Japan, with an established presence across all consumer and corporate banking businesses. Through its subsidiaries and affiliates, they offer a diverse range of financial services, including commercial banking, leasing, securities, credit card, consumer finance and other services.
They are looking for a Technical & Regulatory SME with particular knowledge of Capital Requirements Directive III, IV or V to join the team on an initial contract to end of March 2026 with the potential for extension. You will be working Monday to Friday, normally 35 hours working week between the hours of 8am and 6pm. The role is office based 3 days a week and the remainder of time working from home.There will also be the requirement of occasional travel to Frankfurt in line with the project needs.
This new role forms a key part of the EMEA Cross-Product FinReg IT Platforms team, driving delivery and enablement of IT solutions for EMEA Financial Regulation covering Belgium Local, EBA CoRep and FinRep and appreciating the intertwined requirements in Regulatory, Resolution and Transactional Regulatory requirements.
Purpose of Job
• Lead analysis, design, and delivery of individual solutions into the Finance & Risk Regulatory Reporting function across the organisations offices in EMEA.
• Collaborate with a team of ITSD business analysts, developers implementing required solutions across EMEA and the USA.
• Supporting the FinReg IT Platforms lead with developing and evolving the FinReg IT Platforms delivery strategy, responding to delivery, regulatory and internal/external audit requests.
• Stakeholder management of Regulatory Reporting process owners across Risk & Finance, and other interested functions.
• Support other functions of the FinReg IT Platforms team in delivery to the Finance function.
Accountabilities & Responsibilities
• Scoping and shaping new initiative requests from the FinReg and other Regulatory Reporting functions.
• Defining, prioritising, and grooming product backlogs based on these initiatives in accordance with the organisations Agile delivery methodology.
• Business and technical analysis, solutions design, epic, and user story definitions.
• Estimating, scheduling, and managing epics and user story delivery in conjunction with developers, architects, and QA specialists as well as external vendors.
• Planning and executing sprints (scrum master) and conducting Agile ceremonies in accordance with the organisations Agile methodology.
• Critically assess the design for solutions that meet the regulatory imperatives and ensure the resilience of the supporting infrastructure has been fully tested.
• Ensuring solution delivery is on time and budget, to the requisite quality and appropriate operational risk mitigation.
• Working proactively to mitigate delivery risk including timely escalations to the FinReg IT Platforms Lead.
• RAID log and Prod issues log management and delivery reporting.
• Technical and business domain mentoring of other staff.
• Vendor and contract management.
• Ensure governed transition of Service ownership for live systems, prod issues change management and deployment.
Knowledge, Skills, Experience and Qualifications
• Experience in a similar technology delivery role in Commercial, Merchant and Investment Banking Dealing with Enterprise Risk Governance, Risk and Regulatory Compliance (GRC) in the Risk & Finance domains.
• Extensive knowledge in Credit, Market, Liquidity Risk methodologies, analytics, and reporting. This includes designing solutions for enhancement of risk measurement methodologies (e.g. Risk factors sensitivities, CVA…), monitoring and analysing risk exposures, including Value at Risk (VaR), Stress testing scenarios and scenario analysis.
• Experience of working with Capital Requirements Directive III, IV or V.
• Experience in this domain specific technology and data architectures leveraging modern tools and data sourcing, transformation, analytics, and reporting technologies.
• Experience in implementing in-house and vendor solutions on premise and on cloud including SaaS solutions that meet user requirements and mitigate operational risks.
• Experience in system integration to source and process data required to meet risk and regulatory processing and disclosures.
• Excellent communication skills with stakeholders at all levels including third parties with the ability to set and explain Risk Technology changes to a non-technical audience and mitigate issues and business impact caused by incidents.
• Able to understand business and technical concepts, identify potential issues and risks, and provide appropriate challenge or escalation accordingly.
• Leadership skills at a delivery level to motivate delivery stakeholders.
• Experience in management and in depth understanding of the IT and business change delivery processes.
• Thorough understanding of IT controls and software development lifecycle
• Working knowledge of Agile Scrum methodology and ability to manage Agile teams.
• Knowledge of data mining and analytics application an (SAS, SQL, Python) and visualisation tool such as (Power BI, Tableau, Qlik)
• Knowledge of the Software Development Lifecycle, software development techniques, and emerging technologies.
• Understanding of requirements under Basel II, III, IV as well as well as best practices for Data Governance and management.
• Strong problem-solving skills and ability to constructively challenge, make recommendations and design solutions.
• Positive mindset to drive excellence and continual improvement in IT service delivery
