Role description
T echnical Business Analyst
Duration: 3 years (with opportunity for extension)
Hours: 37.5 hours/week 2 years (with opportunity for extension)
Location work: Columbia Cir Albany New York 12203 must work in the Albany office for 6 months, possibly hybrid thereafter (must be commutable distance to Albany office)
Must work as Experis hourly w/2 employee- (This position is not open to sub-vendor or Corp. to Corp. or Stem/OPT or H-1 Transfers)
Hourly rate 55.00 per hour with Experis benefits
β’ Technical Business Analyst (functional bridge between users and IT department)
β’ Team of 15 staff members (Directors, contract managers, system support), slowly growing
β’ The team supports contract management/processes (requisition, invoicing, supplier contract, PO) ensure compliance.
Mandatory:
β’ NEIS - BA will support the NEIS project and both Contract Management and Finance teams.
β’ Oracle Peoplesoft (Peoplesoft Query) - Experience in user acceptance testing (UAT) of Financial or Contracting systems, preferably Oracle Peoplesoft.
β’ Experience with AR/AP/purchasing and understanding of the properties of these modules. (There will be training on supplier contract management modules.)
β’ User friendly support and internal customer relations skillset are critical to this team.
β’ Ability to understand user's need/request and provide enhancement specifications to technical team.
Nice to have:
β’ JIRA (JIRA is used for help desk ticketing)
β’ Adobe
β’ XML, Word (system generated XML Word documents)
β’ SQL (since Peoplesoft based)
β’ Ability to triage and resolve issues/tickets by priority with a customer-centric approach.
Day-to-day duties:
β’ Act as first line of defense with staff/users.
β’ Workflow management and support.
β’ User helpdesk specific to NEIS database (e.g., inability to log in, page errors, security analysis).
β’ Support customizations/enhancements and recurring reporting and testing (Oracle PeopleSoft updates, which tend to be quarterly and semi-annually), data entry.
β’ Support AR and AP modules.
Over Experience Required
7 years of relevant experience.
β’ A keen attention to detail and a penchant for mastering and understanding details for the purpose of simplifying the landscape for others.
β’ Able to understand user problems and identify the corrective action, make the correction in the system or work with the technical team to address.
β’ Demonstrated troubleshooting of Financial or Contracting systems, preferably Oracle Peoplesoft.
β’ Experience in user acceptance testing (UAT) of Financial or Contracting systems, preferably Oracle Peoplesoft.
β’ Experience in assigning, establishing, maintaining user access security including workflow security during onboarding and offboarding of users in a Financial or Contracting systems, preferably Oracle Peoplesoft.
β’ Proven experience working in contracting/financial database systems, Oracle Peoplesoft experience strongly preferred.
β’ Extraordinary diligence, thoroughness and follow-through in a high volume, fast-paced environment.
β’ Demonstrated customer service orientation.
β’ Skilled in managing multiple, diverse activities simultaneously, delivering on commitments, and operating with speed, accuracy and strong judgement.
β’ Minimum 3 years demonstrable work experience for Business Analyst.
β’ Minimum 7 years demonstrable work experience for Senior Business Analyst.
β’ Experience commensurate with a Bachelor's degree in Business, Engineering, computer science or related discipline.
β’ NEIS is the current contract and financial system of record and is an Oracle Peoplesoft server based platform, This position will work with the incumbent to understand and document the following responsivities in order to perform independently after the initial training period.
β’ Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.
β’ Perform all functions associated with Administrator rights in NEIS.
β’ Establish, maintain, and execute user access security in NEIS including workflow security for the onboarding and offboarding of users, and support Single Sign On (SSO) security issues.
β’ Ensure all workflows within NEIS continue to function smoothly, update workflows as processes change.
β’ Engage in daily triage of issues or glitches that may affect the timely processing of items such as invoices, collaborations, contracts, etc.
β’ Manage errors, customizations, and SQL updates through the issue-ticketing system.
β’ Develop and maintain a strong working relationship with IT and the systems contractor to ensure the best and most cost-effective technical solutions.
β’ Develop business requirements for NEIS enhancements and reports to ensure solutions meet business needs and requirements.
β’ Assist with the coordination of technical and functional activities associated with PeopleSoft software system upgrades, patches, and fixes.
β’ Coordinate with the Finance Team to apply funding code changes to Purchase Orders as requested by program staff.
β’ Develop and run both regular and ad hoc reports and queries to respond to information requests from executive staff as well as other program staff and assist staff with the design and development of queries and reports to meet usersβ need.
