About the Role We are seeking an experienced Technical Business Analyst to play a critical role in delivering high-quality digital services for a public sector healthcare programme. Working at the intersection of business analysis, systems integration, and programme assurance, you will bridge the gap between stakeholders, policy leads, and engineering teams to deliver solutions that make a real difference to patients and healthcare professionals. This is a complex, high-impact role requiring someone who can navigate ambiguity across operating states, work both independently and collaboratively, and produce evidence-based analysis. Key Responsibilities • Assess documentation for completeness, consistency, currency, and fitness for purpose, explicitly identifying gaps and risks relating to the program rollout, transaction processing, and parallel operation. • Design and facilitate workshops, interviews, and targeted validation sessions tailored to stakeholder type and operating state. • Build trusted relationships across architecture, assurance, delivery, and operational teams • Produce a comprehensive requirements specification covering core functional requirements, transitional and parallel-run requirements, exception and edge-case handling, and payments, reconciliation, and financial assurance logic. • Define client specific non-functional requirements • Document current-state, transitional, and target data flows and integrations using diagrams. • Capture operational pain points and risks • Actively support client architecture, assurance, and delivery teams by providing inputs into design reviews. • You will be comfortable reading architecture and sequence diagrams, interrogating API specifications, and challenging technical assumptions. Skills and Experience • Proven experience as a Technical Business Analyst on complex, multi-stakeholder programmes, ideally within government. • Strong ability to analyse, challenge, and synthesise large volumes of technical and programme documentation. • Demonstrable experience producing high-quality requirements specifications covering functional, non-functional, transitional, and edge-case scenarios. • Experience documenting data flows and integration architectures • Confident facilitator with experience running workshops and interviews across technical and non-technical stakeholders. • Strong analytical thinking with the ability to identify and articulate gaps, risks, and dependencies clearly. • Excellent written communication, able to produce precise, structured artefacts for both • Proven BA experience on public sector programmes • Strong command of Agile delivery, user stories, acceptance criteria, backlog refinement, sprint ceremonies • Ability to read and interpret technical documentation independently, including sequence diagrams, data flow diagrams, and API contracts • Hands-on experience managing backlogs and work items in Azure DevOps • Skilled in business process mapping using tools such as Visio, Lucidchart, Miro, or equivalent • Desirable experience - Working with NHS or Public Sector
