Job Summary The City of Bellevue is currently working on a long-term city-wide program to implement modern, user-friendly enterprise technologies that will make work more efficient and provide better data insights. This program, called Business Transformation, will ensure Bellevue’s business systems, processes, employees, data and technology meet the needs of the community and workforce, both now and in the future. This position will play a key role on the program, working in a highly collaborative environment to develop and implement a citywide Data Governance program. Data governance is how organizations set policies, roles, and processes to keep their data accurate, secure, and compliant. It’s a cornerstone of organizational security, making sure people have the right access to the right data, can trust what they’re using, and use it responsibly. It’s a shared responsibility between IT and City Departments, working together to manage and protect data effectively. The Data Governance Business Analyst will work with stakeholders across the city to enhance current data governance practices, plans and roadmaps. This role is part teacher, teaching technical and non-technical data users about the value and need of data governance part cheerleader, helping people celebrate their wins, large and small, and part mediator, helping people come together to identify what’s best for the city as the data governance program evolves and modernizes. Essential Duties And Responsibilities • Collaborates in providing design and management of the data governance program and services, establishing and implementing a data governance and stewardship framework for the City along with key stakeholders. Serves as key advisor to management and staff on data governance, partners with business partners and IT to drive citywide efforts to accelerate and streamline data access, modernize data management and services, and accelerate excellent use of data in decision making. • Delivers a suite of services identified in the Data Governance Roadmap with a focus on improvement of data quality and availability through modifications to policies and standards, principles, governance metrics, processes, related tools and data architecture. Champions a culture of curiosity and a drive towards an increase in data quality. • Documents roles and responsibilities related to data governance and ensures clear accountability for stewardship of the city's principal data assets. Builds and maintains a detailed audit of city’s information assets held in agency systems, as well as the teams and processes that use them, including identification and documentation of data owners, stewards and custodians. • Identifies tools and processes to enhance data classification, master data management, and metadata management. Prioritize projects to move data governance forward balancing available resources, capacity concerns and risk tolerance. Qualifications • Knowledge and experience with industry standard data governance practices. • Knowledge of data lifecycle, for example data structures, transformations, master data management, metadata management, etc. • Strong analytical and problem-solving skills. • Expertise with engagement and consensus building at all organizational levels. • Ability to manage competing priorities and multiple deadlines. • Excellent communication and interpersonal skills, with the ability to translate complex technical and data management concepts for non-technical stakeholders. • Strong technical writing and documentation skills, strong attention to detail. • Business process analysis experience including requirements gathering and process mapping. Ability to identify and communicate what is in and out of scope. • Knowledge of data privacy regulations and security and privacy standards for public sector. Preferred Qualifications • PMP or CAPM certification. • CDMP or DACM certification. • Experience with Microsoft 365 suite. • Experience with Microsoft Power BI and Microsoft Power Platform. • Experience with Smartsheet or other project management/planning tools. Education And Experience • Bachelor’s degree in computer science, information technology, information systems, project management or business management or closely related field. Or • Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Supplemental Information FLEXIBLE/HYBRID WORKING A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Limited Term Employee (LTE) : A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
