Utility Billing Data Analyst
Remote (VA, NC, or DC area is Preferred)
Part-Time
Up to 20-30 hours per week

This role supports the Auditing/Billing Team, specifically focusing on Water and Sewer billing operations. The analyst ensures billing accuracy, ordinance compliance, and the integrity of billing cycle data. They work closely with teams analyzing consumption data, applying correct calculations, and identifying billing discrepancies across multiple cycles and routes.
Responsibilities
β’ Download and analyze billing cycle data β typically 28β29 monthly cycles.
β’ Run audit programs to validate billing calculations against municipal ordinance and tiered consumption thresholds.
β’ Ensure water and sewer usage data (CCF β cubic feet consumed) is billed accurately according to city-established formulas and rate tiers.
β’ Use SQL and reporting tools (PowerBI, Crystal Reports, or similar) to analyze large datasets, flag anomalies, and provide performance summaries.
β’ Identify overbilling or billing errors where thresholds or tier rates were incorrectly applied or exceeded.
β’ Summarize findings in reports and dashboards for leadership, and suggest corrections where necessary.
β’ Evaluate and improve current data tracking methodologies, identifying opportunities to incorporate advanced analytics and technologies into existing processes.
β’ Collaborate with utility billing and ordinance teams to ensure alignment on rates, thresholds, and data interpretations.
Must-Haves
β’ Data Analysis Experience in Utilities (especially Water/Sewer)
β’ Understanding of tiered consumption models and billing thresholds
β’ Familiarity with monthly billing cycles, consumption tracking (CCF), and municipal ordinances
β’ 3β5 years preferred
β’ SQL Experience (2β5 years)
β’ Writing, optimizing, and troubleshooting complex queries
β’ Merging and transforming large data sets from multiple sources
β’ Power BI / Crystal Reports or Similar Advanced Reporting Tools (2β5 years)
β’ Creating dashboards and data visualizations
β’ Automating reporting workflows and detecting anomalies
β’ Accuracy and Audit Mindset
β’ Meticulous about detail; able to detect and resolve billing errors
β’ Experienced with data QA, validation checks, and calculation audits
β’ Process & Technology Improvement Mindset
β’ Brings fresh ideas for automating and streamlining manual tracking
β’ Comfortable with big data summaries and tech adoption
Nice to Have
β’ Experience with municipal or government utility billing systems
β’ Familiarity with HRSD data structures or platforms
β’ Knowledge of ordinance documentation and rate-setting practices
