Brief Job Description
Under the general direction of the Analytics and Quality Assurance Branch Manager, the WIC Data and Reporting Analyst performs simple to moderately complex data analyses and creates representative data visualizations. Works directly with WIC program staff to perform various ad-hoc and project-based data analytical and reporting services requests and projects. These services include both routine operational data analysis and reporting, as well as customized business intelligence research. This role serves as an analyst for WICβs public information request process. Complies with applicable policies, standards, guidelines and procedures of the Texas Health and Human Services Commission and the Department of Information Resources for information technology and/or business improvement projects. Work also involves coordinating project activities with other programs in the agency and external organizations; and assuring adherence to project goals. Performs related duties as assigned, with limited latitude for the use of initiative and independent judgment.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(45%) Performs simple to moderately complex data extractions, analyses; and creates representative data visualizations covering diverse needs, for internal and external customers at varying levels of seniority. Follows prescribed methods, best practices, and procedures for delivering data analytics and reporting services, working with WICβs varied data information technology, data assets, and database infrastructure including WICβs Management Information System (MIS) and Electronic Benefit Transfer System (EBT). As needed or as otherwise directed, leverages validated external data sources to bring enhanced context and insight to any newly identified or known trends discovered within WIC data assets in support of WIC operational and business intelligence level analytics projects. Works with all units within WIC and other programs in HHSC, as applicable, for data related project work, assuring compliance with state and federal laws, regulations, and policies.
(35%) Supports projects requiring either custom queries, data file extractions, data analysis methodologies, or reporting. Supports other WIC staff, in understanding how to best leverage WIC data, assure its accuracy, and assure compliance to data privacy rules and regulations.
(15%) Supports analyses of data related processes and operational protocols that warrant process and operational improvements.
(5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations.

Initial Screening Criteria
β’ Graduation from an accredited four-year college or university. Work experience may be substituted for education on a year-for-year basis.
β’ At least two (2) years full-time experience analyzing and interpreting program data.
β’ Experience performing SQL queries, extracting, cleaning, and loading business or program performance data from a variety of source formats.
Preferred
β’ Experience developing in data visualization tools such as Tableau, Microsoft Power BI, or similar programs used for large data sets.
