API Technical Lead
Location: Hybrid (Baltimore City, MD / Linthicum, MD) – 40% onsite
Duration: 12 months, with potential 1-year renewal
Clearance: Must pass State of Maryland background check
About the Role
The API Technical Lead is responsible for building FHIR-native APIs that power Maryland’s Medicaid interoperability and CMS compliance initiatives. You will lead a team of API developers, design secure and scalable services, and ensure smooth integration with AWS HealthLake and enterprise data platforms.
This role is both hands-on and leadership-driven: you’ll write and review code, define architectural patterns, and ensure all services align with compliance requirements.
Key Responsibilities
• Architect and develop FHIR R4 APIs, microservices, and HealthLake integrations.
• Lead and mentor API developers; enforce API-first design principles and reusable service frameworks.
• Ensure APIs meet CMS Interoperability Rule 0057-F and HIPAA compliance standards.
• Implement security protocols: OAuth2, JWT, IAM, and Cognito.
• Optimize APIs for high-volume Medicaid claims, ensuring performance, availability, and scaling.
• Partner with business analysts, architects, and compliance officers to ensure solutions align with both technical and regulatory needs.
• Drive DevOps practices (CI/CD, monitoring, container orchestration with Kubernetes).
Qualifications
• 7+ years IT/business experience, including 2+ years with FHIR standards and 2+ years in healthcare interoperability (HL7, CCDA).
• 3+ years in technical leadership of API teams; strong Java/Spring Boot and microservices expertise.
• Bachelor’s degree in computer science, IS, or related required; master’s preferred.
• Excellent communication and mentoring skills.
Certifications Required:
• AWS Certified Developer – Associate (or higher AWS certification)
• HL7® FHIR® R4 Certification
Preferred Certifications
• Certified Kubernetes Administrator (CKA).
• MuleSoft Certified Integration Architect.
