Responsibilities:
β’ Plan, organize, conduct, and coordinate systems analysis and applications development activities through direct and indirect staff, ensuring alignment with the client system and the state's cloud-first policy where applicable.
β’ Guide the Office of Work Program and Budget (OWPB) in their transition to the client system, including the review of as-is business processes, remediation strategies, reengineering, design, and integration with FM financial systems.
β’ Provide detailed analysis of complex FM architecture and business functions to prepare efficiency opportunities, assisting in process redesign, data integration, data governance, and system modernization as applicable.
β’ Support continued business systems improvements related to the Financial Management Suite of Systems (FM) as they are used to support OWPB.
β’ Provide application design, architecture, and system integration recommendations based on Client and OWPB information technology strategy and the Office of Information Technology strategic plan.
β’ Direct development teams in the areas of technical direction, future architecture, and standard development practices.
β’ Participate in budgeting discussions as required and quality improvement activities for the office.
β’ Perform development activities and be knowledgeable of the department's technical architecture and work program/financial management IT assets.
β’ Liaise between OWPB, Client, and OOC team members, customers, and management in supporting the client and FM enterprise technical needs.
β’ Provide guidance in decision-making on high-level design choices and technical standards, including software coding standards, tools, and platforms.
β’ Develop and coordinate the definition, prioritization, coding, and testing of system changes and enhancements.
β’ Use a variety of platforms, with a high degree of efficiency, ranging from old to state-of-the-art, to provide automated systems applications to customers.
β’ Act as an internal consultant, advocate, mentor, and change agent to team members and the office.
β’ Collaborate with leadership to develop tactical strategy in the planning, design, implementation, and maintenance of data warehousing initiatives.
β’ Review client interface offerings, file definitions, and standardized business processes to determine remediation required for Department financial related computing assets.
β’ Address dependencies with other interfacing computer applications and propose potential decommissioning for unused computing assets.
β’ Detail data element inputs and outputs with other systems interfacing with applications impacted by the client transition efforts.
β’ Develop testing strategies, data scenarios, and test plans to ensure computing asset modifications are tested properly beginning with unit testing and extending through client cycle testing phases.
Qualifications:
β’ Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.
β’ In addition to job family experience, candidate must have a minimum of 20+ years as a software architect or lead developer, with broad experience working with development technologies. 15+ years of broad experience working with SQL Server, Classic ASP, and Microsoft C# MVC.
β’ Candidates with resumes reflecting experience with Azure SQL Server and Azure DevOps are preferred.
β’ Knowledge of the Office of Work Program and Budget (OWPB) application and reporting environment, as well as the client system and its integration with OWPB financial systems.
β’ Knowledge of terminology and concepts of relational databases, including advanced SQL proficiency, and familiarity with cloud architecture and data integration.
β’ Proficient with modern development tools and platforms such as Azure DevOps, Visual Studio and SQL Server Management Studio.
β’ Knowledge of FOCUS and WebFOCUS, as well as modern programming languages and frameworks.
β’ Knowledge of Informatica suite of data integration and governance tools like PowerCenter and Cloud Data Integration, and experience with data warehousing initiatives.
β’ Experience with the management, development, and maintenance of software systems dealing with complex financial business processes, including the transition to cloud-based solutions.
β’ Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service, with the ability to liaise between multiple offices and stakeholders.
β’ Skilled in transforming complex data into meaningful information for executive management.
β’ Ability to conduct and oversee complex systems analysis and translate user requirements into business solutions, including the review and remediation of existing systems.
β’ Ability to integrate research and best practices into problem avoidance and continuous improvement, with a focus on modernization and alignment with the state's cloud-first policy.
β’ Ability to effectively communicate and lead development teams, providing guidance in decision-making on high-level design choices and technical standards.
β’ Skill in architecting and deploying high volume, high transaction-based, distributed, and redundant web applications, with a focus on scalability and robustness.
β’ Skill with Relational Database Management Systems (RDBMS) including IBM DB2 and Microsoft SQL Server, and experience with data model planning and transformation.
β’ Ability to balance multiple demands and work both independently and as part of a team, with a high degree of efficiency.
β’ Ability to display professionalism in dealing with all levels of management and staff, acting as an internal consultant, advocate, mentor, and change agent.
β’ Ability to exhibit creativity and resourcefulness at problem-solving while collaborating and working effectively with others across varied disciplines, including cross-functional teams.
β’ Ability to develop and manage information systems documentation in accordance with the Department's standards, ensuring alignment with the Office of Information Technology strategic plan.
