Project Summary The Minnesota Department of Information Technology Services (MNIT) seeks a vendor to improve and support the LoginMN service infrastructure. The project involves enhancing the Azure B2C and Azure database environment, migrating to Azure Entra External ID, and ensuring secure, scalable, and accessible identity and access management (IAM) solutions for ~3.2 million residents and businesses. The vendor will assist with design improvements, testing, and go-live support to ensure new designs do not impact performance or accessibility. Responsibilities / Key Deliverables Deliverables: • Azure B2C Policy Updates & Bug Fixes: Multilingual support (English, Spanish, Hmong, Somali, Vietnamese); policy updates for multi-organization selection/authorization; intermediate API endpoints; fix multi-domain issues and console/app launcher bugs; 300–350 B2C enhancements including event logging, passkeys, identity verification, app launcher improvements. • Identity Fraud Protection: Implement Azure API Management and Front Door WAF updates; replace Microsoft Dynamic Fraud Protection with Socure; improve account recovery and delegated admin console identity verification. • Test Environment Creation: Stand up Azure B2C partner test environment with automated provisioning; tag partners for delegated administration. • Web UI Modifications: Partner B2C interface and delegated admin console/app launcher updates for Minnesota branding, accessibility, UX improvements, and features like recently used apps and user-defined favorites. • Functional & Performance Testing: Automate B2C user journey testing; load testing for constituents and partner tenants; end-to-end testing support. • Architecture & Support: Plan Entra External ID migration; provide go-live support; conduct knowledge transfer to State staff. Future Phases: Additional QA modifications, bug fixes, and enhancements as requested by the State. Required Skills & Experience • 5+ years Azure B2C senior development • 5+ years C#/.NET development • 5+ years web-facing services & APIs development • 5+ years front-end development (HTML, CSS, JavaScript) • 5+ years Azure services experience • 5+ years mobile development (Xamarin / Android / iOS) • Familiarity with claims-based identity (WIF/OIDC/OAuth) and access management • 2+ Azure B2C projects lasting >6 months Preferred Skills • Experience with automated testing, load testing, and web accessibility • Knowledge of delegated administration and identity verification workflows
