Job Purpose: The Senior IT Business Analyst serves as a key liaison between technical teams and business stakeholders. The primary focus is to gather and validate requirements, analyze business processes, support system security plans, assess risks, and guide the development of IT solutions that align with state standards. The Analyst will lead Agile ceremonies, document system specifications, design IT solutions, support testing activities, and ensure accessibility and ADA compliance. Requirements: Key Responsibilities: Business Analysis & Collaboration : Facilitate requirements-gathering sessions (JAD), define functional specifications, and ensure alignment with strategic IT objectives. Prepare Statements of Work (SOW), Total Cost of Ownership (TCO), and project schedules in compliance with the state's SUITE methodology. Collaborate with development teams, project managers, and business users to translate requirements into system designs. Lead the design and documentation of IT solutions using standard technologies and tools. Manage contract changes (CNNs), document infrastructure requirements, and oversee solution assessments. Security & Risk Management : Develop and maintain system security plans and perform detailed risk assessments using tools like Keylight. Remediate security findings, coordinate with developers on secure application lifecycle practices, and ensure regulatory compliance. Testing & Quality Assurance : Support all phases of testing including user acceptance, integration, and system testing. Write and review test cases and use cases, and support automated regression testing. Identify, document, and track software defects and lead problem resolution efforts. Agile Participation & Leadership : Participate actively in Agile ceremonies including daily standups and sprint planning. Serve as Scrum Lead when necessary and support project planning and backlog grooming. Accessibility & Compliance : Ensure that developed applications are ADA-compliant and meet usability standards. Validate accessibility testing results and work with teams to address findings. Documentation & Communication : Develop technical and functional documentation, including process flows, training guides, and system specifications. Assist with audits, maintain communication plans, and ensure knowledge sharing across teams. Required Skills & Experience: Minimum 5 years of experience as a Business/System Analyst conducting JAD sessions and gathering functional requirements At least 3 years of experience with software testing 3+ years of experience with RDBMS/SQL Strong working knowledge of Agile/Scrum methodologies Bachelor’s Degree in Computer Science, Information Systems, or related field Familiarity with Azure DevOps or TFS workflows Understanding of Web Services (REST/SOAP) for system integrations Experience preparing and maintaining system security plans and risk assessments Knowledge of ADA testing, accessibility validation, and usability best practices Strong skills in writing use/test cases, technical specifications, and automated test scripts
