About this Position:
Job Title: Business Analyst
Key Responsibilities:
Transition & Codebase Ownership
β’ Analyze and document the existing TLMS source code, build scripts, system configurations, and dependencies.
β’ Participate in hands-on knowledge transfer sessions with the outgoing vendor.
β’ Establish technical baselines to support enhancements, maintenance, and future scalability.
System Development & Enhancement
β’ Lead the design, development, and deployment of new TLMS features based on business priorities.
β’ Ensure compatibility and integration with agency platforms and required third-party applications.
β’ Maintain and upgrade system components (Java, Angular, SQL Server, Docker, Kubernetes).
Ongoing Support & Performance Optimization
β’ Oversee technical troubleshooting, root cause analysis, and bug resolution.
β’ Conduct vulnerability scans, penetration tests, and system monitoring.
β’ Apply patches, upgrades, and performance improvements using approved methods.
Security & Compliance
β’ Ensure all development and infrastructure work complies with:
β’ Clientβs Information Security Program
β’ NIST Cybersecurity Framework standards
β’ Prevent insider misuse and accidental disclosure.
β’ Maintain security measures for servers, data, and access control layers.
Documentation & Testing
β’ Maintain up-to-date technical documentation including:
β’ Architecture diagrams
β’ API specifications
β’ Testing and deployment procedures
β’ Oversee implementation of test plans (unit, integration, end-to-end using tools like Selenide and Flyway).
Collaboration & Leadership
β’ Provide technical leadership to development and DevOps staff.
β’ Collaborate with Client's and other contractor staff during sprint planning, retrospectives, and release management.
β’ Review and validate deliverables against acceptance criteria and system requirements.
Required Qualifications:
β’ Bachelorβs degree in Business Administration, Information Systems, or related field (or equivalent work experience).
β’ Experience as a Business Analyst, preferably in Agile environments.
β’ Strong experience in backlog grooming, requirements gathering, and stakeholder facilitation.
β’ Familiarity with change management principles and practices.
β’ Proficiency with Agile project management tools (e.g., Jira, Azure DevOps).
β’ Excellent communication, documentation, and presentation skills.
Highly Desirable:
β’ Experience working in public sector or with enterprise systems like TLMS.
β’ Understanding of geospatial (GIS) systems and integration concepts.
β’ Knowledge of NIST Cybersecurity Framework compliance considerations.
Soft Skills:
β’ Analytical mindset with attention to detail.
β’ Ability to adapt to changing priorities and manage multiple workstreams.
β’ Collaborative and proactive problem-solving approach.
Working Conditions
