Business Analyst

One of our clients in the government domain is seeking a Business Analyst to gather and analyze information from stakeholders, business owners, customers, and management to determine needs, expectations, project requirements, and priorities for implementing information technology (IT) processes and solutions. During the interview process with the ODPS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource experience must also be documented for review and verification. Offered resources that do not demonstrate technical or functional competence/experience will be sufficient grounds to reject the Offeror’s proposal. It is the Offeror//'s responsibility to pre-screen their candidates to ensure compliance. Resource will have a background check conducted by ODPS. Have the ability to facilitate a session with non-technical stakeholders and facilitate requirements gathering sessions without the presence of a project manager or technical expert. Have a strong understanding of prioritization stemming from the elicitation of system and/or user requirements. Have excellent organizational skills, proven analytical, planning, problem-solving, and decision-making skills, and the ability to break down complex business needs into actionable requirements. Adaptability and openness to feedback in an Agile environment Must be knowledgeable in the English language/speak clearly and understandably use the English language. 4 years of experience as a Business Systems Analyst within the past eight (8) years 4 years of experience eliciting and defining system and user requirements through observation, interviews, and analysis 4 years of experience working directly with end-users to define requirements and provide technical advice and assistance in a large-scale environment. 4 years of experience in analyzing end-user needs and conducting fit gap analysis 4 years of experience translating customer needs into formal business requirements 3 years of experience interviewing non-technical end users to determine and document current business process flows 3 years of experience using Visio to create business process flows, including standard flowcharts and swim lane diagrams. 3 years of experience in Agile environments (Scrum, Kanban) in at least one organization. Strong understanding and experience with Agile, particularly Scrum. 2 years of experience in Business Process Re-engineering Must have maintained project documentation in collaboration tools such as Microsoft Azure DevOps or JIRA
