Business Analyst - Geographic Information System

Role Summary We are seeking a highly skilled Senior Database Analyst / Data Migration Lead to oversee and execute complex data migration, transformation, and integration initiatives. The ideal candidate will have strong experience in enterprise data platforms, ETL workflows, GIS data processing, and automation. This role requires deep technical expertise, cross-functional coordination, and hands-on experience with tools such as FME, Python, ESRI ModelBuilder, and familiarity with the Esri Utility Network. Key Responsibilities Data Migration & Integration • Lead end-to-end data migration projects, including assessment, mapping, cleansing, validation, transformation, and deployment. • Develop ETL workflows using FME Desktop / FME Server for large-scale spatial and non-spatial datasets. • Design and implement robust data pipelines to support system upgrades, platform transitions, and application integrations. • Ensure data quality and consistency through automated validation and QA/QC processes. Database Management • Analyze, optimize, and maintain enterprise databases (SQL Server, Oracle, PostgreSQL/PostGIS, etc.). • Develop complex SQL queries, stored procedures, triggers, and performance tuning strategies. • Manage schema design, data modeling, and metadata documentation. GIS & Spatial Data Processing • Build and automate geoprocessing workflows using ESRI ModelBuilder and Python (ArcPy). • Support enterprise GIS data management, including feature classes, domains, topology, and versioning. • Assist in the design, configuration, and testing of Esri Utility Network models (Electric/Gas/Water/Fiber). Technical Leadership • Lead technical discussions, mentor junior team members, and provide best‑practice recommendations. • Collaborate with cross-functional teams including GIS, IT, business analysts, and project managers. • Document technical designs, migration plans, risk assessments, and workflows. Required Qualifications • Bachelor’s or Master’s degree in Computer Science, GIS, Information Systems, Engineering, or a related field. • 10+ years of experience as a Database Analyst, Data Engineer, GIS Analyst, or in similar roles. • Proven experience in leading data migration and ETL development projects. • Expertise with: • FME Desktop / FME Server • Python (ArcPy, Pandas, scripting automation) • ESRI Model Builder • SQL (T-SQL, PL/SQL, PostGIS) • Strong understanding of relational and spatial databases. Preferred / Nice-to-Have Skills • Experience working with Esri Utility Network (Electric/Gas/Water/Telecom). • Familiarity with ArcGIS Enterprise (Portal, Server, DataStore). • Understanding of utility domain GIS data models (Esri UPDM). • Experience with cloud platforms (Azure, AWS) and DevOps pipelines. • Knowledge of data governance, metadata standards, and versioned workflows.
