Location: Primary Work Location: 4601 W Gudalupe Street, Austin, TX 78751 Onsite 100% (Mon-Fri) (No Remote Allowed)
Duration: 1 Year (High possibility of extension)

Terms of Service
• Start Date: On or around October 13, 2025
• End Date: August 31, 2026
• Hours: Not to exceed 2000 hours for FY26.
• Renewal: Up to three (1-year) renewals possible
About the Role
The Texas Health and Human Services Commission (HHSC) – Medicaid CHIP Services (MCS) division is seeking a highly qualified IT Business Analyst III to join the Medicaid Technology Modernization team. This position plays a key role in supporting Medicaid services, one of the largest healthcare programs in the country, serving nearly 4 million Texans.
The Business Analyst will work closely with stakeholders, subject matter experts, and IT teams to gather requirements, improve system functionality, and support IT solutions that enhance Medicaid operations.
Core Skills & Responsibilities
Business Analysis & Documentation
• Gather, analyze, and document user/business requirements.
• Prepare BRDs, FRDs, user stories, and technical specifications.
• Develop and maintain system documentation (design docs, functional specs, API documentation).
System & Data Analysis
• Translate business needs into functional/technical requirements.
• Analyze workflows, integrations, and architecture.
• Work with SQL/NoSQL databases for data validation and reporting.
Project & Process Support
• Apply Agile (Scrum/Kanban) and Waterfall methodologies.
• Model business processes using UML, Visio, Lucidchart, Bizagi, etc.
• Support test planning, UAT, regression, and integration testing.
Collaboration & Liaison
• Serve as a bridge between business stakeholders, MCS, and HHSC IT.
• Coordinate with vendors and contractors to ensure successful project delivery.
• Ensure system functionality aligns with business needs and policy requirements.
Essential Job Functions
• (30%) Gather and document business needs to automate or improve systems.
• (20%) Analyze policies/procedures and their effect on IT systems.
• (20%) Act as liaison for design, testing, and policy implementation.
• (15%) Develop/review project deliverables (test plans, design docs, risk assessments).
• (10%) Create/revise system design procedures, test standards, and conduct training.
• (5%) Other duties as assigned.
Required Qualifications
• 3+ years of experience in business analysis and IT solutions.
• Bachelor’s degree in Public Administration, Business, IT, or related field.
• Strong knowledge of SDLC, Agile methodologies, and project management practices.
• Hands-on experience with:
• Microsoft Office Suite (Word, Excel, Teams, Project).
• JIRA, Confluence, or other tracking/documentation tools.
• Testing management software.
• Proven ability in requirement gathering, system analysis, test planning, and reporting project risks/issues.
Preferred Skills
• Experience in healthcare/Medicaid systems.
• Knowledge of REST/SOAP APIs, middleware, and integrations.
• Proficiency with SQL and BI tools (Power BI, Tableau).
About the Team
The Medicaid Technology Modernization team oversees Medicaid Enterprise Systems (MES) in partnership with HHSC IT. MES supports all aspects of Medicaid, including:
• Eligibility & enrollment
• Provider enrollment
• Claims adjudication
• Care management & fraud detection
• Data analytics & advanced reporting
This role is vital in ensuring modernized, efficient, and data-driven Medicaid services for Texans.
