Job Title: Business Analyst (Due 8-1)
Location: Tallahassee, Florida (onsite) The candidate must reside in Tallahassee, or the surrounding area, and report in office 5 days a week.
Duration: 1 yr, plus extension

Scope:
Background: The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Floridaβs accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace FLAIR functionality, with go-live scheduled for July 1, 2026.
Problem Statement: Modifications to the Departmentβs computing assets are necessary to align with the Florida PALM solution and are essential to the continuity of the clientβs business. The selected candidate will be assigned initially to analyze and document the Chart of Accounts impact on critical business functions, supporting business processes, and related computing assets. Additional focus will be on analyzing budget management related financial systems and dependent business processes owned by the Department and assisting in re-engineering in areas impacted by the Florida PALM Standardized Business Process Model and redeveloped interfaces.
The business analyst is a member of the PALM remediation team. They will be expected to work across multiple business units to perform business and detailed systems analysis activities and tasks. They will coordinate with subject matter experts to document requirements. They will also develop test plans, perform test/quality assurance activities and closely coordinate with other remediation team members.
Education:
Bachelorβs degree or masterβs degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement.
Experience:
1.A minimum of 5 years of Business Process Analysis and systems analysis is required.
2.Proficiency in process mapping/modeling with tools such as Visio is required.
3.Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.
4.Proficiency in writing SQL Queries and performing Data Analysis is required.
5.Experience working with Microsoft DevOps is highly desired.
6.Technical Experience (programming or operations) working in IBM Mainframe, Distributed, and Cloud computing environments is highly desired.
7.Knowledge of Rules 60GG-1 β 60GG-5, Florida Administrative Code, is desired.
8.Knowledge of data migration is desired.
9.Knowledge of change and release management is desired.
10.Knowledge of testing and quality assurance tools and techniques is desired.
11.Preference will be given to candidates with agile project experience and use of Azure DevOps to manage user requirements and backlogs.
