Role description
Position: Business Analyst
Location: Des Moines, IA (Hybrid β 2β3 days onsite per week; locals/regional candidates only)
Duration: 9 months
Pay Rate: $65/hr on C2C / 1099 | $60/hr on W2

Role Overview
The Business Analyst will partner closely with business leaders, subject matter experts (SMEs), and technology teams to deliver solutions supporting Iowaβs Department of Management (DOM) Division of Information Technology (DoIT).
The role involves eliciting and documenting business requirements, analyzing processes, and supporting the design and testing of new applications and enhancements to existing systems.
The ideal candidate is an Agile BA with strong analytical, communication, and stakeholder management skills, capable of balancing multiple priorities in a fast-paced environment.
Key Responsibilities
Work directly with business stakeholders, developers, and QA to gather, analyze, and document requirements for new systems or enhancements.
Create user stories, acceptance criteria, and design documentation in Azure DevOps or Jira.
Translate business objectives into clear, traceable system requirements.
Facilitate requirement workshops, sprint planning, and backlog refinement sessions.
Participate in Agile ceremonies ensuring alignment and delivery of incremental value.
Conduct data research and analysis using SQL queries, reports, and dashboards.
Act as a liaison between business and technical teams to clarify issues and remove blockers.
Participate in UAT testing, validation, and issue triage.
Document and track process flows, workflows, and business rules using Visio or similar tools.
Manage and update project information, risks, and status reports for leadership.
Collaborate across functional areas to identify process improvements and automation opportunities.
Occasionally serve as a PM or QA analyst for smaller initiatives.
Required Skills & Qualifications
8+ years of experience as a Business Analyst on large, complex IT systems.
8+ years working through all phases of SDLC β requirements, design, development, testing, deployment.
Experience eliciting requirements, writing user stories, and defining acceptance criteria.
Strong familiarity with Agile methodologies (Scrum/Kanban).
Experience with Application Lifecycle Management (ALM) tools (Azure DevOps, Jira, TFS, VSTS, RTC).
Proficiency in Microsoft Office Suite β especially Excel, PowerPoint, Visio, and Project.
Strong analytical skills β data querying, validation, and reporting (SQL / SSMS).
Excellent interpersonal, written, and verbal communication skills.
Demonstrated ability to manage multiple priorities and coordinate cross-functional activities.
Experience with project governance, documentation standards, and reporting.
Bachelorβs degree in Business, MIS, or related field (or equivalent experience).
Preferred Skills
Experience providing BA or consulting services to government agencies or public sector.
Familiarity with Microsoft SQL Server, relational data models, and reporting tools.
Exposure to data management, architecture standards, or system design.
Experience facilitating cost-benefit analysis, impact assessments, and process improvement initiatives.
Strong understanding of continuous improvement methodologies.
