Role description
IT Healthcare Consultant β Business Analyst β Consultant
Location: 1628 Browning Road, Columbia, SC 29210
Work Arrangement: Onsite (Business Casual attire, occasional formal wear)
Candidate Location: Candidate MUST be a SC resident. No relocation allowed
SCDHHS is modernizing its Medicaid Management Information System (MMIS) through a modular, multi-year transformation project named the Delivery of Automated Systems for Healthcare (DASH). This project aims to create a scalable, modern Medicaid Enterprise System (MES) to improve efficiency, compliance, and patient outcomes.
Responsibilities:
β’ Act as a liaison between business and IT to ensure alignment of systems with user needs.
β’ Analyze business operations and suggest automation opportunities.
β’ Elicit, define, and document business processes and rules.
β’ Translate business needs into detailed functional requirements and specifications.
β’ Facilitate communications between business units and IT teams.
β’ Lead cross-functional design sessions and maintain project documentation.
β’ Support the implementation and adoption of MES modules.
β’ Ensure all projects align with federal and state compliance (MITA, CMS).
Required Skills & Experience:
β’ 7+ years in commercial healthcare
β’ 6+ years in business rule/process elicitation and documentation
β’ 3+ years with Medicaid payer system integration and delivery
β’ 3+ years experience with cross-functional project teams
β’ 3+ years working with MITA principles
β’ 3+ years working with EDI, data structures, and healthcare file formats
β’ Strong communication and documentation skills across all organizational levels
β’ Detail-oriented and comfortable working in structured government environments
Preferred Skills:
β’ Knowledge of CMS Federal Certification processes
β’ MMIS project or operations experience
β’ Project management and stakeholder coordination
Education: Bachelorβs in Business, Healthcare, IT, or related field (or equivalent years of experience)
