Job Description RESPEC is seeking an experienced Business Analyst to support a State & Local client in Florida on the Statewide Travel Management System (STMS). This role will help lead the transition of User Management and Provisioning functions from a legacy PowerShell-based application to a native Salesforce environment, ensuring seamless integration with agency identity systems (Azure Active Directory / Microsoft Entra ID) as part of the PALM release. This position is part of an IT staff augmentation engagement. The successful candidate will work closely with client stakeholders and technical teams to interpret business and technical requirements, support business process redesign/documentation, and develop communications and training materials to enable adoption of new functionality. Systems Analysis & Migration Support Analyze and document the current legacy PowerShell User Management Client tool and existing workflows Serve as the functional lead for migrating User Management features into a native Salesforce implementation Apply expertise in Azure AD / Microsoft Entra ID structures and how they integrate with STMS for provisioning Support business process redesign, requirements elaboration, and clear functional documentation Software Quality Assurance (UAT / Integration Testing) Develop comprehensive User Acceptance Testing (UAT) test cases and acceptance criteria Coordinate and execute integration testing between Salesforce and agency identity directories Identify, document, and track defects through resolution during the PALM release cycle Stakeholder Management & Training Partner with client stakeholders to validate provisioning workflows meet security and operational requirements Develop end-user documentation and β€œHow-To” guides Create recorded training content and deliver live training sessions as needed Interim User Management Support Provide interim support for user provisioning and de-provisioning across Azure/Entra ID and STMS until the migration is complete Maintain integrity and accuracy of Salesforce user records Qualifications Required Expert knowledge of State of Florida travel policies and travel management system capabilities (required) Hands-on experience with Salesforce, including user objects, permission sets, and provisioning-related workflows Proficiency with Azure Active Directory / Microsoft Entra ID (tenant structures, groups/roles, integrations, lifecycle provisioning) Ability to understand/interpret PowerShell-based application logic (legacy-to-modern migration context) Experience creating formal test artifacts (UAT cases, test execution evidence, defect logging/tracking) Strong stakeholder management skills and the ability to translate between technical and business audiences Demonstrated ability to develop training materials, documentation, and deliver training Excellent written and verbal communication skills Ability to work onsite in Tallahassee, FL (as required by the client) Compliance & Security Requirements Must be able to pass a criminal background screening (minimum 6-year lookback where available) Employment eligibility verification through E-Verify is required (client requirement) All work must be performed within the United States; State of Florida data must not be accessed or transmitted outside the U.S. Confidentiality and non-disclosure agreement required Preferred Qualifications Prior experience supporting Florida state agencies, local governments, or public-sector clients Experience with enterprise identity and access management (IAM) and provisioning integrations Experience supporting large-scale modernization or migration efforts Familiarity with PALM (Planning, Accounting, and Ledger Management) initiatives Additional Information Compensation: Salary depends on experience and expertise.
