Applications Functional Analyst / Business Analyst
Location: Remote and Onsite in Virginia, United States
Engagement: W2 Only (No C2C)
The Applications Functional Analyst / Business Analyst is responsible for analyzing, documenting, and managing functional requirements, business processes, and system enhancements across complex human services applications. This role serves as the bridge between program operations, IT leadership, and vendor partners, ensuring that all system changes align with policy, support program goals, and improve service delivery and operational efficiency.
Key Responsibilities
Business & Stakeholder Engagement
β’ Act as the primary liaison between program staff, IT leadership, and vendor teams.
β’ Facilitate clear communication across business, technical, and leadership stakeholders to ensure shared understanding of priorities, constraints, and expected outcomes.
β’ Manage stakeholder expectations with a strong understanding of TDHS program objectives and operational realities.
Requirements & Functional Analysis
β’ Elicit, analyze, and document business and functional requirements through interviews, workshops, data analysis, and process reviews.
β’ Translate business needs, policy requirements, and program workflows into detailed system requirements and functional specifications.
β’ Evaluate proposed system changes and provide recommendations that align with policy, compliance standards, and operational goals.
β’ Develop and maintain Business Requirements Documents (BRDs), functional specifications, process flows, and other project documentation.
Systems Evaluation & Design Support
β’ Ensure system modules and components work cohesively to support use cases and functional needs.
β’ Participate in design discussions, feasibility assessments, and solutioning sessions with technical teams and SMEs.
β’ Conduct process and data analysis to identify opportunities for improvement, automation, and policy-driven enhancements.
β’ Support release planning activities and contribute to quality assurance reviews throughout the SDLC.
Testing, Validation & Operations Support
β’ Participate in testing activities, including test case validation, user acceptance testing (UAT), and verification of system functionality against requirements.
β’ Support maintenance and operations (M&O) by analyzing incident trends, coordinating issue investigation, and ensuring fixes align with program rules and requirements.
β’ Provide ongoing functional oversight to ensure system performance aligns with business objectives and compliance needs.
Required Qualifications
β’ 5+ years of experience as a Functional Analyst or Business Analyst in a complex systems environment.
β’ 3β5 years of experience with human services or social services applications, ideally within public-sector eligibility or benefits systems.
β’ Hands-on experience with SNAP and TANF programs is required, including familiarity with policy, eligibility rules, case workflows, and operational processes.
β’ Demonstrated ability to translate business needs into clear, actionable technical requirements.
β’ Solid understanding of system functional design and interactions among integrated components in eligibility and case management systems.
β’ Experience with structured methodologies and tools for requirements elicitation, documentation, and analysis.
β’ Strong analytical and critical-thinking skills with the ability to evaluate complex data and workflows.
β’ Excellent written and verbal communication skills with the ability to tailor messaging to diverse audiences (technical teams, leadership, program operations).
β’ Proven ability to manage competing priorities and deliver high-quality work in fast-paced, dynamic environments.
β’ General IT knowledge with understanding of SDLC phases including requirements, design, development, testing, and deployment.
Preferred Qualifications
β’ Experience with integrated eligibility systems or large-scale public-sector modernization initiatives.
β’ Knowledge of J2EE-based architectures, web technologies, and data integration concepts.
β’ Familiarity with policy-driven system design and rules-based automation frameworks.
β’ Experience supporting post-implementation maintenance and operations (M&O).
β’ Bachelorβs degree in Information Systems, Public Administration, Computer Science, or related field (or equivalent experience).
