Overview
We are seeking an experienced Business Analyst / Project Manager (BA/PM) with strong expertise in requirements elicitation, financial systems, and business process documentation. This role supports the North Carolina Department of Public Instruction (NC DPI) by partnering with finance, program, and IT teams to ensure accurate, transparent, and timely financial data management.
The ideal candidate will be skilled at facilitating discussions, clarifying requirements, and building consensus in dynamic stakeholder environments. In addition to business analysis, the role will provide project management oversight to help maintain alignment, track deliverables, and ensure successful collaboration between business stakeholders and development teams.
Key Responsibilities:
• Facilitate and lead requirement-gathering sessions to capture clear, validated, and prioritized business and technical needs.
• Analyze K–12 financial data (budget, allotments, expenditures, revenues, payroll, and grants).
• Translate business needs into functional requirements, user stories, system specifications, and business process documentation.
• Coordinate and support the design, testing, and implementation of new financial data systems, dashboards, and reporting tools.
• Develop and maintain business process flows, requirements traceability, data dictionaries, and user guides.
• Support compliance reporting (state and federal) by ensuring accuracy and integrity of data submissions.
• Partner with developers and data engineers to ensure business rules and calculations are properly implemented in systems.
• Identify opportunities for process improvements and recommend solutions to product teams to improve efficiency and data quality.
• Provide training, knowledge transfer, and support to financial staff and end users.
• Serve as liaison between business stakeholders and technical teams to ensure clarity, alignment, and shared understanding of goals.
• Apply project management discipline (scope tracking, issue management, timelines) to maintain alignment and support iterative delivery.
Qualifications
• Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, or related field.
• 5–8+ years of experience as a Business Analyst or hybrid BA/PM, preferably in financial systems or education sector.
• Strong understanding of financial data, accounting principles, budgets, and grants.
• Proficiency in SQL, Excel, and financial data analysis tools.
• Experience with ERP, data warehouses, or financial management systems.
• Exceptional documentation skills (requirements, user stories, test cases, process mapping).
• Outstanding facilitation, communication, and stakeholder management skills, with ability to build consensus and guide discussions productively.
• Familiarity with state or federal financial reporting requirements (preferably education/K–12 sector).
• Preferred certifications: PMI-PBA (Professional in Business Analysis), PMP (Project Management Professional), AgileBA, or equivalent.
Preferred Skills
• Experience with K–12 education finance (allotments, funding formulas, payroll, grants).
• Knowledge of NC DPI financial systems, allotments, and reporting processes.
• Exposure to Snowflake, Oracle, or other cloud-based data systems.
