Contract Database Analyst / Subject Matter Expert (SME)
Job Type: Full-Time (FTE)

Position Overview
The Contract Database Analyst/SME provides comprehensive support for the agency s contract data environment. Serving as the primary technical expert for all database-related activities, this individual ensures the accuracy, usability, security, and long-term viability of the agency s contract and procurement data.
This role manages the full data lifecycle including database maintenance, PRISM data extraction, analytics and reporting development, and support for future system migration efforts.
Key Responsibilities
Database Development & Maintenance
• Design, develop, and maintain database structures, tables, forms, queries, and dashboards
• Utilize SQL Server, SharePoint Online, Microsoft Power Platform (Power Automate, Power Apps), and advanced Excel
• Implement version-controlled change management processes with testing and documentation
PRISM Data Extraction & Validation
• Extract and validate procurement and contract data from PRISM and related systems
• Reconcile data with FPDS-NG and OCFO financial records
• Identify and resolve discrepancies to ensure audit readiness
• Support Contracting Officers (COs) and CORs with data interpretation
Reporting, Analytics & Dashboards
• Develop and enhance Power BI dashboards for real-time contract visibility
• Analyze trends in obligations, expenditures, and contract actions
• Identify anomalies, risks, and inefficiencies
• Respond to ad hoc data requests from leadership and program offices
Transition & Legacy Data Support
• Support migration to new contract writing or financial management systems
• Develop data conversion strategies and legacy data repositories
• Ensure integrity and accessibility of historical contract data
• Collaborate with government stakeholders and system vendors
Testing, QA & Documentation
• Perform functional and regression testing of database updates
• Develop and maintain technical documentation, workflows, and user guides
• Provide SME-level troubleshooting for database and reporting issues
Required Qualifications
Education
• Bachelor s degree in Information Technology, Computer Science, Information Systems, Data Analytics, Business Analytics, or related field
Experience
• Minimum 7 years of experience in database development, data analytics, or information management
• Minimum 3 years of experience in a federal government or government contracting environment
• Minimum 2 years of experience with Microsoft Power BI and/or SharePoint Online
Required Technical Skills
Database & Analytics
• SQL Server (query development, data modeling, reporting)
• Microsoft Power BI (dashboard and report development)
• Advanced Excel (pivot tables, Power Query, complex formulas)
• SharePoint Online (lists, libraries, administration)
• Microsoft Power Platform (Power Automate, Power Apps)
• Functional and regression testing of databases
Data & Federal Systems
• Experience with federal contract writing systems (PRISM, EZSource, or equivalent)
• FPDS-NG data extraction and reconciliation
• Knowledge of federal data governance and security frameworks
• Technical documentation development
• Data migration and system transition planning
• Strong communication skills with both technical and non-technical stakeholders
Preferred Qualifications
Preferred Experience
• Direct experience with PRISM (strongly preferred)
• Experience supporting IBC (Interior Business Center) or similar shared service providers
• Experience supporting federal financial or regulatory agencies
• Knowledge of Oracle Federal Financials, SAP, or similar systems
• Familiarity with Federal Acquisition Regulations (FAR)
• Experience with federal data standards (DATA Act, FFMIA)
• Experience with legacy data repositories and ERP/system migrations
• Section 508 compliance awareness
• FedRAMP/GovCloud awareness for Microsoft environments
