The Division of Construction operates in a fast-paced, collaborative environment, focusing on data-driven decision-making and leveraging cutting-edge technology to enhance work zone safety and efficiency.
Job Overview
We are seeking a dynamic Data Analyst to join our Division of Construction. The successful candidate will be a self-starter with a passion for systems thinking, collaboration, and delivering technological solutions that drive data-informed decisions. This role will serve as a critical bridge between the Division of Construction and the Office of Information Technology (OIT), leading the development and integration of intelligent transportation systems (ITS) and business intelligence (BI) solutions to support work zone operations.
Key Responsibilities
1. Develop Technology Solutions: Collaborate across organizational boundaries to design and implement solutions that capture, organize, and share construction-based data to support the Division of Construction and other KYTC teams.
1. Analyze Work Zone Data: Oversee and analyze work zone data flows to meet Federal Highway Administration (FHWA) requirements using BI tools such as Google Cloudβs BigQuery and Looker Studio. Data includes:
β’ Crash Data (fatalities, injuries, crash counts)
β’ Safety Surrogate Data (speed differentials, hard braking, connected vehicle data)
β’ Operational Information (speeds, travel times, queue length, duration)
β’ Exposure Data (project counts, lane closure details, vehicle-miles traveled)
1. Lead ITS Projects: Serve as a project leader for ITS projects, performing advanced systems analysis to design, implement, and maintain applications and decision support tools. Coordinate with the OIT-Big Data Team to develop custom software and data platforms for real-time situational awareness and automated alerting.
1. Data Integration and Governance: Provide analytical support to improve data quality, reliability, and metadata documentation. Assist in developing data governance frameworks for the Divisionβs Work Zone ITS.
1. Stay Current with Technology: Collaborate with OIT, the Commonwealth Office of Technology (COT), and monitor AASHTO efforts to keep the Division aligned with industry trends, including Building Information Modeling (BIM) and Digital Project Delivery.
1. Create Reports and Visualizations: Develop and present interactive reports, dashboards, and data visualizations using BI tools such as Tableau, Power BI, SAP Business Objects, or GIS-cloud-based tools to district personnel and agency management.
1. Provide Training and Support: Train district personnel and end-users on accessing and interpreting data, evaluating data quality, and using BI tools effectively. Troubleshoot issues and ensure smooth operation of BI solutions.
1. Develop Educational Resources: Create a webpage similar to KYTCβs SAFERoad Solutions site, featuring educational documentation and videos on work zone and traffic control techniques, including Automated Speed Enforcement, Variable Speed Limits, and Zipper Merging.
1. Data Integration Leadership: Propose, review, and troubleshoot data integration solutions (e.g., BigData) into Construction Operations. Lead district staff and vendors to ensure accurate, real-time work zone technology reporting.
1. Support AASHTOWare PROJECT: Coordinate with OIT to analyze data from AASHTOWare PROJECT applications as needed.
Qualifications
Required:
β’ Demonstrated history of self-directed learning, collaboration, and producing results.

β’ Excellent communication skills, with the ability to share knowledge and best practices to support colleagues.
β’ Experience reviewing/writing SQL and using BI tools for data visualization.

β’ Preferred:
β’ Experience with Google Cloudβs BigQuery and Looker Studio.
β’ Familiarity with Work Zone Data Exchange for integration with third-party navigation systems and GoKY.
β’ Experience with data modeling, CADD modeling (preferably Bentley tools), GIS (preferably ESRI tools), and programming/scripting for automation.
β’ Data modeling.
β’ CADD modeling, particularly 3D modeling with Bentley or Autodesk tools.
β’ GIS experience with ESRI tools.
