Job SummaryManage the information flow for the organization, including the integrity, efficiency, and availability of data. Maintain database integrity in terms of both efficiency and security; ensure the quality and accuracy of data, then process, design and present it in ways to help staff in the organization make better decisions.
Data Management: Serve as an expert on the system and data collection within IDCFS Learning Management System (LMS). Collaborate with IDCFS vendors, IDCFS Product manager, and other Office of Learning and Professional Development (OLPD) leadership in the identification of on-going LMS system issues, functioning, and/or needs related to data. Collaborate with IDCFS vendors to design new functions and provide input into upgrades and revisions needed to enhance LMS data collection and reporting. Provide on-going support for quality assurance of the LMS system. Create, run and disseminate reports of evaluation results to all relevant management staff. Develop, implement, and maintain leading-edge analytic systems, taking complicated problems and building simple frameworks. Use statistical methods to analyze data and generate useful business reports. Work with program administrators and management teams to create a prioritized list of data needs for each team or program. Provide ongoing and regular data reports and data analysis to each OLPD administrator as needed, required, or requested. Work closely with IT project/product managers, database programmers, multimedia programmers and other information technology personnel to support the development of data quality standards. Create key performance indicators and provide colleagues and organizational management with performance results. Develop and implement data standards, guaranteeing metadata is captured correctly. Use data to create models that depict trends related to trainings, training participant attendance or performance, and use of trainings. Create methods for monitoring and reporting any data incidents and ensuring data is secure. Create best-practice reports based on data mining, analysis, and visualization. Evaluate internal systems for efficiency, problems, and inaccuracies, developing and maintaining protocols for handling, processing, and cleaning data. Assist with data monitoring and provide organizational management with guidance on streamlining data management. Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
Testing Evaluation: Support Testing and Evaluation staff in ensuring the delivery of Statewide employee testing and certification for designated pre-service and in-service training programs. Collaborate with IDCFS vendor services providers and IDCFS Product Manager in establishing systems and reporting tools regarding the design, development, administration, scoring and validation of all examinations used in all employee testing and certification programs. Collaborate with other Workforce Development staff and with IDCFS and IDCFS vendors in the routine or ongoing process of reviewing and update exams. Work closely with the Curriculum Design Team in the development of Level I and II evaluations. As needed, developing evaluations in consultation with the Subject Matter expert. Constructing evaluations in software such as but not limited to SurveyMonkey and Qualtrics and ensuring compatibility of those evaluations within the IDCFS vendor developed and maintained learning management system (LMS).
Supervising testing and evaluation staff: Supervising testing and evaluation staff: Support program administrator and the Learning and Development program when needed through providing administrative and supervisory direction of testing and evaluation staff, especially during times of vacancies or the absence of a Testing Coordinator. Monitor productivity and quality of work products. Coach and train staff on processes and procedures.
Technical Support: Provide end-to-end technical support and problem resolution. Provide ongoing support and training for OLPD leadership on data, data analysis, data collection, data reporting, and interpretation of data.
Other duties as assigned.
Minimum Qualifications
Bachelorโs degree in Business, Marketing, Education, Human Service, Computer Science, Computer Engineering, or related field. A total of two (2) years (24 months) in education, training and/or work experience in project management. Demonstrated database management and data analysis experience
Preferred Qualifications
Masterโs degree in Business, Marketing, Education, Human Service, Computer Science or Computer Engineering or related domains.
