The Center seeks a highly qualified, motivated, and energetic consultant to serve as Data Manager for the Centerβs nonpartisan election observation efforts in Neveda.
The Democracy Program works globally to support and strengthen participatory democracy, consistent with human rights. Beginning in 2020, The Carter Center began efforts to support good election administration in the United States, including expanding nonpartisan observation, bolstering dispute resolution, tracking disinformation and dangerous speech, contributing to electoral reform and accessibility, and promoting principles for trusted elections.
Data Collection, Quality Assurance, and Analysis
- Serve as the primary point of contact for all observation data collection and analysis needs for the Neveda election team;
- Work closely with Neveda observation team members to understand survey instruments, data collection processes, and reporting requirements; coordinate with data managers in other states as needed;
- Become familiar with election processes related to early voting, election day, and the risk-limiting audit in Neveda;
- Perform real-time descriptive data analyses using an ODK API and communicate findings clearly to non-experts.
Data Clerks and Observer Support
- Train and manage data clerks to review data for mistakes; ensure effective follow-up with election observers to correct information; monitor data clerk performance;
- Contribute to the preparation of and participate in observer trainings on the use of data collection tools.
Reporting and Products
- Use observer data to prepare internal reports on early voting, election day processes, and the risk-limiting audit; produce these throughout the election period in coordination with the Neveda observation team;
- As requested, contribute to the Centerβs preliminary statements and reports on the election process in Neveda, including creating graphs, visualizations, and empirical analyses;
- Complete other tasks as requested.
Qualifications
- Relevant experience in data management, monitoring & evaluation, research, election administration support, and/or observation-related programming
- Demonstrated experience implementing data collection workflows (including QA/QC, validation checks, and cleaning) in fast-moving environments
- Strong ability to conduct real-time analysis and translate findings for non-technical audiences (briefings, memos, dashboards, etc.)
- Experience training and supervising staff (e.g., data clerks) and maintaining high data quality standards
- Familiarity with U.S. elections is strongly preferred; ability to quickly learn Neveda-specific procedures (including early voting, election day processes, and risk-limiting audits)
- Excellent written and verbal communication skills
- Proficiency with Microsoft Office (especially Excel); comfort working with APIs and structured datasets
Preferred Qualifications
- Experience with data visualization and reporting tools (e.g., Power BI, Tableau, Looker Studio, or similar)
- Experience supporting election observation, civic monitoring, or large-scale volunteer/field data collection programs
- Knowledge of accessibility considerations in election administration
