Role description
Police Digital Service (PDS) is recruiting on behalf of the NPCC National Data & Analytics Office - ) a dedicated national capability transforming data use in policing. Starting at £50,000pa as a Data Manager. This role is a Fixed Term for 12 months and you will be seconded from PDS into the NPCC & Data Analytics office. This is an exciting opportunity to be part of a ground-breaking function within policing which will shape the future of data and analytics in UK law enforcement and help to utilise policing data to better protect the public. The NDAO will ensure: Responsible data use across law enforcement Improved data governance and standardised datasets Enhanced data analytics services to support operational decision-making Professionalisation of data roles within policing A more integrated data-sharing ecosystem across forces In this role you will lead the development and enhancement of data capabilities within the NPCC, ensuring that data is fit for purpose, maximises its value, and is effectively managed throughout its lifecycle. This role is essential in driving the national data strategy forward by fostering collaboration, establishing data ownership, and implementing actionable plans that ensure data integrity, quality, and compliance with legal and ethical standards. You can find out more here: Benefits - Police Digital Service (pds.police.uk) Key Responsibilities The jobholder will: Be responsible for developing and implementing comprehensive data management strategies aligned with the NPCC's national data strategy. This is achieved through assessing current data capabilities, engaging stakeholders for input, and creating actionable plans with clear milestones and metrics. Oversee data quality initiatives and ensure compliance with relevant data protection legislation. This is accomplished by establishing data quality standards, implementing monitoring processes, and conducting regular audits in collaboration with legal and compliance teams. Lead stakeholder engagement efforts to build and maintain strong relationships with internal and external partners. This is done by organising regular meetings, facilitating discussions, and actively seeking feedback.. Manage the entire data lifecycle, from creation and storage to usage and disposal. This is achieved by developing policies and procedures for data management, implementing data governance frameworks, and training staff on best practices. Monitor and report on key performance indicators (KPIs) related to data management and utilisation. This is accomplished through the use of data analytics tools to gather insights, create dashboards, and prepare regular reports for senior leadership. Drive cultural change in data usage across policing. This is achieved through training sessions, workshops, and awareness campaigns that highlight the benefits of data-driven practices. Coordinate technical teams to ensure that data infrastructure and systems support national policing data and analytics strategy. This is accomplished by participating in project meetings, providing input on technical specifications, and assisting in troubleshooting data-related issues. Conduct research and stay informed about emerging data trends, technologies, and best practices. This is achieved by attending industry conferences, participating in professional networks, and reviewing relevant literature and case studies. What you need to succeed in the role Capability to review, design, and articulate a strategic vision for data within NPCC, translating complex operational, technical, and compliance landscapes into actionable plans. Exceptional negotiation and influencing skills to build a strong network of senior stakeholders both within NPCC and external organisations, driving engagement and commitment. Proven ability to assemble and lead high-performing teams, fostering a culture of data-driven decision-making and establishing oneself as a thought leader in the public sector Strong written and verbal communication skills necessary for drafting policies, reports, and strategic plans that require minimal supervision. Proficient in analysing data sets to inform strategic decisions and enhance data management practices A relevant degree in data management, computer science, or a related field is preferred. Professional certifications in data governance, project management (e.g., PRINCE2, Agile), or relevant data-related qualifications are advantageous. Extensive experience in management roles within data, technology, or analysis at a large organisation, demonstrating success in driving organisational change. Proven track record in creating strategic visions, formulating strategies, and initiating policy or program delivery, including effective performance monitoring and oversight. Experience influencing senior leaders and officials from policing or central government, with a demonstrated ability to build, motivate, and lead high-performing teams within the policing or public sector.
