Job Summary
The New York State Office of Information Technology Services (ITS) is seeking a highly experienced Level III Developer to support data integration and ETL development for various Health and Human Services applications. The developer will be responsible for the design, development, testing, and maintenance of data processes using Informatica and Oracle technologies..
Duties and Responsibilities:
Design, develop, test, and implement data integration and ETL solutions using Informatica and Oracle PL/SQL.
Perform in-depth data analysis, transformation logic, and access strategy development.
Act as a lead technical liaison with infrastructure teams to resolve performance and technical issues.
Administer and monitor daily ETL jobs, proactively identifying and resolving load and performance issues.
Coordinate across project teams to ensure quality and consistency in ETL deliverables.
Support and contribute to new technology initiatives that enhance operational performance.
Troubleshoot complex technical issues and support production systems.
Prepare and maintain technical documentation for all ETL development activities.
Perform other duties as assigned.
Mandatory Qualifications:
Level III Experience – More than 7 years of experience working on complex projects, including at least 2 years in a leadership role as a Developer.
Over 7 years of hands-on experience in analysis, design, development, testing, and implementation of data integration solutions using PL/SQL and relational databases.
At least 5 years of hands-on experience with Informatica tools such as PowerCenter and/or Informatica Data Quality for implementing and maintaining ETL solutions
Desirable Qualifications:
7+ years of experience using ETL tools like Informatica PowerCenter, including integration from diverse data sources such as databases, flat files, XML, and using UNIX shell scripts.
Strong background with Oracle 11g or higher, developing complex SQL and PL/SQL objects (e.g., stored procedures, packages, triggers, materialized views) and working with tools such as SQL Loader, external tables, and Oracle’s built-in packages.
5+ years of experience with Data Quality processes using tools like Informatica Data Quality for data profiling, cleansing, standardization, matching, and merging.
Expertise in implementing Slowly Changing Dimensions (SCD Type) and Change Data Capture (CDC) in OLTP and OLAP environments.
Proficient in writing UNIX shell scripts to automate and validate ETL workflows and manage file transfers.
Strong skills in performance tuning of SQL and PL/SQL scripts and objects.
Demonstrated experience delivering ETL solutions for medium to large-scale OLTP and OLAP data environments.
Ability to produce clear technical documentation, including ETL design, mapping, and implementation specs.
Prior experience with Health & Human Services applications is a plus.
