Position Overview:
We are seeking an experienced Enterprise Data Developer to support the deployment of a SQL Server-based operational data store designed to centralize and streamline public procurement data analysis. This project, the Performance Analytics and Reporting Information System (PARIS), aims to unify data from multiple procurement systems—enhancing transparency, consistency, and actionable insights into vendor and buyer behavior.
The ideal candidate will play a critical role in designing, developing, and optimizing the database infrastructure while ensuring robust integration and data quality standards. This is a hands-on development role with direct impact on a high-priority statewide analytics initiative.
Primary Responsibilities:
Design and develop SQL Server tables, views, stored procedures, functions, and triggers to support analytics, reporting, and operational logic
Build and maintain ETL pipelines to integrate data from systems such as VRM, COMMBUYS, and MMARS
Implement scalable and efficient data workflows and pipelines for cross-system integration
Collaborate with stakeholders to define and enforce data validation rules and quality control standards
Monitor and evaluate technical metrics to assess system performance and support continuous improvement
Ensure compliance with data governance frameworks and state IT standards
Additional Responsibilities:
Improve database efficiency through query optimization, indexing, and partitioning
Convert functional requirements into clear and actionable technical specifications
Maintain and refine data models and schema architecture to align with evolving business needs
Document integration processes, data definitions, and system standards to support long-term maintainability
Qualifications:
8+ years of hands-on experience in SQL Server development, optimization, and administration
Strong command of SQL programming, including advanced procedures, triggers, and functions
Experience handling data imports/exports using formats such as Excel (.xlsx) and CSV
Deep knowledge of data modeling, ETL design, and multi-system integration strategies
Understanding of data validation techniques to ensure data consistency and accuracy
Familiarity with government or public sector data systems
Experience with Qlik and Microsoft Power BI is a plus
