Role description
Job PurposeAn excellent opportunity for a skilled ICT Technical Business Analyst to join the ICT team. This role will support the delivery of technology-enabled change by capturing and analysing business requirements, mapping processes, and helping design and implement technical solutions. The successful candidate will work closely with Technical Solution Designers, developers, and Project Managers across a wide range of ICT domains, including applications, networks, operating systems, and the Power Platform. Key Responsibilities Work with Technical Solution Designers and Project Managers to translate business requirements into technical solutions. Apply structured analysis techniques to document business processes, workflows, and systems, identifying opportunities for improvement. Act as the customer’s voice in ICT projects, ensuring solutions meet business needs. Conduct feasibility studies, risk assessments, and cost-benefit analyses for proposed projects. Facilitate workshops, meetings, and presentations to gather requirements and communicate findings. Produce detailed documentation, including process maps, business requirements, functional specifications, and support documents. Work with stakeholders to develop management information and reporting outputs. Capture and present data on expected and actual project benefits, disbenefits, and impacts. Support system testing, upgrades, and quality assurance activities. Keep up to date with emerging technologies and industry trends to support innovation and continuous improvement. Provide advice and guidance to ensure services are ready to adopt new systems and processes. Promote equality, diversity, health, safety, and wellbeing in all aspects of work. Person Specification Qualifications & Education Higher-level qualification in business analysis, ICT, or related discipline – Essential. Certification in project management (Agile, PRINCE2) – Desirable. ICT technical certification/qualification – Desirable. Qualifications in risk management, stakeholder engagement, LEAN/Six Sigma, or EDI – Desirable. Experience Minimum 2 years’ business analysis experience, ideally in a public sector or large organisational setting – Essential. Strong knowledge of ICT systems and infrastructure, including Power Platform, databases, networks, and applications – Essential. Experience of identifying and implementing business process improvements – Essential. Proven ability to analyse complex problems and present findings clearly – Essential. Experience managing ICT or business change projects – Desirable. Knowledge, Skills & Abilities Excellent analytical and problem-solving skills – Essential. Strong organisational and planning skills to manage multiple projects – Essential. Excellent verbal and written communication, including documentation and presentations – Essential. Stakeholder management and ability to engage at all levels – Essential. Familiarity with ICT tools, SDLC, system integration, and data modelling – Essential. Risk management and reporting knowledge – Desirable. Adaptability to new environments and technologies – Essential. Strong collaboration skills to work with cross-functional teams – Essential. Working Conditions & Arrangements Full-time, 37 hours per week (Monday–Friday, 9am–5pm). Hybrid working model, with attendance at offices for project meetings when required.
