Role description
RESPEC is seeking a Business Analyst (BA) on behalf of one of our state and local government clients. This role is part of a large-scale legacy modernization project, focused on replacing outdated, document-heavy processes with streamlined, technology-driven solutions. The initiative is high-visibility and mission-critical, designed to improve efficiency, reporting, and service delivery across the enterprise.
Qualifications:
β’ Partner with stakeholders and technical teams to define, analyze, and document requirements
β’ Translate business needs into user stories, acceptance criteria, and process flows
β’ Manage requirements traceability and ensure alignment with business objectives
β’ Develop and execute test cases; lead UAT and defect resolution
β’ Prepare system and user documentation, including training materials
β’ Work closely with developers, architects, and QA resources within Agile sprints
β’ Serve as a liaison across stakeholders, vendor partners, and leadership
β’ Support change management and adoption of new systems
Requirements:
β’ 5+ years of Business Analyst experience with IT modernization or transformation project
β’ Strong background in requirements gathering, documentation, and traceability
β’ Agile methodology experience (sprints, user stories, sprint reviews
β’ Excellent communication and stakeholder management abilities
Nice to Have:
β’ vExperience working with government IT systems or procurement
β’ Familiarity with modern enterprise platforms, databases, or workflow automation too
β’ Experience in QA/test case development
