Direct Client: Port Authority of New York and New Jersey Job Title: IT Business Analyst Duration: 18+ Months Location: Jersey City, NJ 07302 (Hybrid) Position Type: Contract Interview Type: Webcam or In-Person Ceipal ID: PAN_BA760_MA The Engineering Department, Operations Division – Engineering Solutions Unit (ES) The Engineering Solutions Applications group supports project delivery and reporting through consultation, development, testing and implementation of system applications and workflows. The group maintains and supports various Engineering Department platforms and acts as the department's liaison with the Technology Department. The Port Authority’s Engineering Department is in the process implementing a new project management information system (PDS) using the Kahua PMIS platform. The goal is to better connect ENG and streamline work by leveraging technology for project planning, design, construction management services, and asset management. The Engineering Solutions Unit is seeking an individual with Kahua experience to help with the planning, integration, implementation, and deployment of the Kahua PMIS platform as outlined below. Below are consultant services and the required experience and qualifications to perform these services. Consultant Services • Services to be performed by the candidate may include, but shall not be limited to, the following: • Elicits, analyzes, validates, and documents future state process workflows, technical designs, system configuration, integration, and data migration requirements for the PA Engineering department • Collaborate extensively with stakeholders from the PA Engineering Dept, TEC, and third-party vendors to assist with optimizing and enhancing requirements and workflows • Assist third-party vendor and PA technical staff with the configuration, deployment, and unit testing of new functions • Assist data analysts in planning, defining, documenting and support in data analysis, data mapping, future data and technical design, systems integration, data migration, reporting & analytics • Translate business needs into technical requirements for developers and vendors • Experience in developing and supporting end-users with testing requirements • Create Unit, UAT, and Pilot test cases based on the functionality that will be developed • Conduct end-user training for UAT & Pilot testing • Support end-users in UAT, Pilot & Go-Live Education, Qualifications, and Experience: • Must possess a bachelor’s degree from an accredited college in Computer Science or a related technical field, and • Master’s degree or business analysis certification (CBAP, PMI-PBA) is a plus, and • Minimum 5-10 years’ experience in business analysis, process mapping, and • Minimum 5 years strong demonstrated experience in data management, data analysis, and data migration, and • Ability to manage multiple projects and deadlines, and • Demonstrate proficiency with Microsoft Office 365 Suite, including Word, PowerPoint, Excel, Visio, SharePoint, and demonstrate proficiency with Adobe Acrobat Pro Required Soft Skills • Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities. • Ability to work closely with clients, technicians, and managerial staff. • Excellent oral, written and communication skills. Preferred Technical Qualifications and Experience • Below are preferred technical qualifications and experience but not required. • Advanced degrees are highly desirable. • Extensive experience working with process reengineering projects pertaining to • workflows, systems configuration, and systems integration. • Experience working in the construction and engineering industry • Experience working with the Kahua construction management application. • Experience working in an Agile/Scrum and Waterfall development environment. • Some exposure or knowledge SaaS based cloud environments, network, cyber security protocol and systems integration.
