Role description
Title: Process & Compliance Consultant β Federal Programs
Scope of Work
The consultant will support the technical design, documentation, and implementation of standardized program operations and compliance tools for federally funded public sector programs. The role includes:
1. Requirements Gathering
Identify and document programmatic and functional requirements through structured sessions with internal teams and stakeholders.
1. Operational Design
Design and standardize:
Standard Operating Procedures (SOPs)
Process flows (BPMN or similar)
RACI matrices
Internal control points aligned with regulatory and operational risk.
1. ProgrammaticβFinancial Traceability
Establish frameworks for:
Eligibility documentation
Expenditure coding (programmatic + financial)
Reconciliation protocols
Cutoff logic for reporting and closeout cycles.
1. Data Quality and Reporting
Define and implement QA/QC protocols for program and financial datasets.
Identify and formalize Key Performance Indicators (KPIs).
Support the design of dashboards (Power BI or equivalent) for operational oversight.
1. Audit Preparation and Knowledge Transfer
Develop documentation and controls aligned to audit standards.
Support audit response processes.
Deliver knowledge transfer sessions and technical documentation to client teams.
Minimum Requirements (Must-Have)
Proven experience in the public sector, preferably managing or supporting federally funded programs.
Operational knowledge of 2 CFR 200, including subrecipient monitoring and internal controls.
Documented experience designing and implementing:
SOPs
Compliance/control matrices
Process governance tools (RACI, workflows)
Advanced Excel (formulas, Power Query, validations, pivot tables).
Experience with Power BI for data visualization and reporting.
Ability to produce clear, auditable documentation.
Comfortable with direct client interaction and working in Spanish/English.
Available for work in Puerto Rico, on-site as needed.
Preferred Qualifications (Nice-to-Have)
Familiarity with ESEA / Schoolwide programs and procurement compliance under federal rules.
Experience in reconciliation processes for RFRs (Request for Reimbursements) and closing audit findings.
Proficiency in SharePoint, Smartsheet, or similar collaboration tools.
Project management certifications (e.g., PMP, Scrum, Lean Six Sigma).
