Role description
Job Description:
The Management Analyst provides advanced data analytics and reporting support to CPD leadership to improve procurement performance, data integrity, and decision-making. The role focuses on developing Metrics-that-Matter, managing complex datasets, and delivering actionable insights related to contracting, human capital, and acquisition operations.
Key Responsibilities
β’ Develop and analyze procurement, contracting, and human capital metrics (CPARS, FPDS-NG, ECFS, closeout, certifications).
β’ Collect, manage, validate, and report procurement and financial datasets from multiple internal and external sources.
β’ Design dashboards, visualizations, and analytical tools to support leadership decisions and continuous improvement.
β’ Conduct qualitative and quantitative analysis to assess organizational data health and risk.
β’ Produce high-visibility ad-hoc reports, quarterly/annual briefings, and leadership-ready insights.
β’ Document data processes, quality issues, and analytical findings through technical memos and briefs.
β’ Support enterprise data quality, governance, and transparency initiatives.
β’ Provide analytical support to DHS, USCG Headquarters, and SFLC as requested.
Qualifications
β’ Bachelorβs degree in statistics, mathematics, economics, or related field (Masterβs preferred).
β’ Minimum 5 years of relevant experience in data analysis, management analysis, or procurement analytics.
β’ Advanced Excel skills (pivot tables, Power Query, data validation, reporting).
β’ Strong research, writing, and communication skills with the ability to explain complex findings to non-technical audiences.
β’ Proven ability to manage multiple priorities in a fast-paced, team-oriented environment.
