Medicaid Reports Developer

We are seeking a highly skilled Oracle PL/SQL and Microsoft Azure Synapse Developer to support Medicaid reporting solutions and semantic models. This role involves business and system analysis, data modeling, design, development, and maintenance of enterprise reporting solutions. The position works closely with internal business and Medicaid teams to deliver new reports, implement enhancements from an active backlog, and resolve reporting-related defects. Key Responsibilities • Perform business and system analysis to design, develop, and maintain Medicaid reporting solutions and semantic data models • Develop and support reporting code for new enhancements and defect remediation • Design, build, and manage data warehouse and analytics solutions • Develop, optimize, and maintain Oracle PL/SQL code and complex SQL scripts • Build data analytics solutions using Azure Synapse Analytics, including serverless SQL pools, Spark pools, and Synapse pipelines • Utilize Python, PySpark, and SparkSQL for data processing and analytics on Azure Cloud • Design, configure, and test dashboards and reports using Power BI • Develop and support BI reporting using BIRT, with strong knowledge of underlying data models within the IBM Cúram framework • Lead and mentor reporting developers, providing guidance on ETL design patterns, error handling, and data integration best practices • Collaborate with business stakeholders, technical teams, and Medicaid program teams • Participate in documentation, code reviews, and continuous improvement initiatives Basic Qualifications • 5+ years of experience programming and designing large-scale, web-based distributed systems • 5+ years of experience using Oracle databases, including Oracle Utilities and ETL tools such as Oracle Warehouse Builder (OWB) or Oracle Data Integrator (ODI) • 5+ years of experience with SQL scripting and relational database modeling • 5+ years of experience working with structured system development methodologies • Strong SQL skills with proven ability to develop and optimize complex queries • Demonstrated ability to build strong customer relationships by responding to needs with a sense of urgency and independently identifying solutions • Proven ability to organize, prioritize, and follow complex or detailed technical procedures • Strong analytical and problem-solving skills • Ability to work independently with minimal supervision • Local candidate with the ability to work on-site as needed Preferred Skills • 2+ years of experience with Business Intelligence tools such as Business Objects or BIRT • 2+ years of Data Warehouse design and development experience • 4+ years of experience working with the IBM Cúram product
