The ideal candidate will bring extensive experience in MITA (Medicaid Information Technology Architecture), large-scale modernization projects, and process optimization in complex environments such as healthcare, government, or public sector systems. This role requires a strategic thinker and hands-on leader who can analyze, redesign, and optimize complex business processes to align business strategy with operational execution. The Senior Business Analyst will collaborate closely with leadership, IT teams, operations, and external partners to drive measurable improvements in efficiency, effectiveness, and customer satisfaction. Key Responsibilities Lead Digital Transformation: Spearhead and contribute to large-scale transformation initiatives, leveraging emerging technologies to achieve strategic goals. Business Process Reengineering (BPR): Analyze current processes, identify inefficiencies, and design future-state models to improve efficiency, cost-effectiveness, and service delivery. Strategic Business Modeling: Create and maintain business architecture artifacts including process models (BPMN), data models, capability models, value streams, and organizational models. Stakeholder Engagement: Work with senior leadership, business units, IT, and external partners to elicit and validate requirements; translate them into actionable specifications. Bridge Business & IT: Serve as liaison between business stakeholders and technical teams, ensuring alignment between strategic goals and solution delivery. Risk & Financial Analysis: Prepare solution options, conduct ROI and cost/benefit analyses, and assess risks to support decision-making. Minimum Requirements 12+ years progressive experience in a Business Architect / Senior Business Analyst role on enterprise-level initiatives. 12+ years leading or contributing to large-scale digital transformation and business process reengineering projects with measurable outcomes. 12+ years of practical expertise with MITA (Medicaid Information Technology Architecture), including State Self-Assessments (SS-A). 10+ years of expertise in business modeling methodologies/tools (BPMN, UML, ArchiMate) and enterprise frameworks such as TOGAF. 10+ years of strong analytical, problem-solving, communication, and stakeholder management skills. 10+ years facilitating workshops, negotiations, and conflict resolution with diverse teams. 8+ years Bachelor’s degree in Business Administration, IT, Computer Science, or related field (Master’s preferred). Demonstrated ability to work effectively with technical and non-technical teams on complex business problems. Preferred Qualifications 12+ years hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP). 10+ years of experience in government or public sector environments. Certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma Green/Black Belt. Familiarity with Agile and SAFe methodologies.
