Position Overview
The DC Office of the Chief Financial Officer is seeking a Senior Oracle Cloud ERP Functional Specialist with deep expertise in the Procure to Pay (P2P) process area.
This role requires a highly experienced Business Systems Analyst with 12+ years of experience in Oracle Financials (EBS/Cloud) who can lead requirements gathering, functional design, system implementation, and production support within a public sector financial environment.
Key Responsibilities
Lead business requirements gathering and documentation for Oracle Cloud ERP (P2P)
Analyze current business processes and identify improvement opportunities
Design and implement Oracle Cloud ERP financial solutions
Translate business requirements into:
Functional design specifications
Conversion, interface, report & extension (CIRE) documents
Serve as Oracle Functional SME in Procure to Pay process area
Support month-end and year-end closing activities and reconciliations
Provide production support for Oracle EBS/Cloud applications
Assist with data cleanup, data conversion, and reconciliation activities
Support UAT, system testing, and user training
Collaborate with business and IT teams to ensure knowledge transfer
Review functional and technical design documents
Develop white papers and solution recommendations when required
Required Qualifications (12+ Years Experience)
12+ years Business Analyst experience
12+ years Software Development Lifecycle (SDLC) experience
12+ years requirements gathering & documentation
12+ years experience with:
MS Excel, Word, Visio, PowerPoint
Oracle Financials EBS / Oracle Cloud ERP
12+ years as Oracle Functional SME in Procure to Pay (P2P)
8+ years supporting:
Month-end & year-end close (P2P area)
Oracle production support
Oracle ERP Cloud P2P implementations
Required Oracle Expertise
Strong hands-on experience in:
Oracle Cloud ERP
Oracle E-Business Suite
Oracle Purchasing
Oracle Payables
Highly Desired
Public Sector implementation experience
CPA Certification (Preferred)
Education
Bachelorβs Degree in IT, Finance, Business, Accounting, or related field
OR
Equivalent combination of education and 10+ years of relevant experience
Work Environment
Hybrid model (Minimum 3 days onsite in Washington, DC)
Government financial systems environment
Candidate must be willing to work onsite as required
