Position Summary The Project & Program Controls Analyst supports the planning, execution, and performance monitoring of projects within Operations. The role will support Project & Program Controls in building the annual/future portfolios of work, actively monitoring the performance of the current year's portfolio of projects and providing financial analysis and data to various areas of the organization to assist in decision-making. The analyst also provides analytical and procedural support throughout the project lifecycle, ensuring projects adhere to the gated project governance process. Key Responsibilities β€’ Assist in reviewing that projects progress from initiation to closeout in a controlled manner. β€’ Ensure all project controls documentation supports decision making at each governance-gate β€’ Assist project teams in navigating the project governance process and adding consistent project methodologies to enhance communications along the way. β€’ Work closely with the Controls Lead to support capturing all future capex/opex needs. β€’ Work with the Controls Lead in supporting the evaluation of the overall benefit of projects to the organization. β€’ Identify potential recommendations for efficiency gains across the project governance database. Actively monitor the performance of the current year’s portfolio of projects: β€’ Help the organization understand which jobs are most critical to NYPA’s success, ensure the right work is completed, and stay on budget. β€’ Analyze current performance and needs of all projects to look for resourceful ways to balance the portfolio when projects shift off course. Think through – and make recommendations – regarding which jobs may be deferred, what resources are impacted, which jobs are at risk, or if other jobs are impacted from a scheduling perspective, etc. β€’ Perform preliminary review of budget submissions and documentation, noting any substantive changes. Provide financial analysis and data to various areas of the organization to assist in decision-making: β€’ Provide accurate and timely information regarding project performance, spending forecasts, portfolio spending trends, etc. β€’ Prepare and distribute, as needed, ad hoc reports related to project or portfolio data. β€’ Provide support and furnish financial and project information to Senior/Lead Portfolio Analysts and Managers as required. β€’ Prepare spreadsheets, documents, visual support aids, templates, etc. as required. Required Qualifications and Skills β€’ Minimum 4-year bachelor’s degree in Engineering, Finance, Project Management (or related field) β€’ Minimum 2 years of work experience in related fields. β€’ Experience working within a Project Management Office (PMO) environment is preferred. β€’ Experience working with a stage-gated project governance framework, highly desirable. β€’ Strong analytical skills required. β€’ Proactive attitude toward learning and implementing change. β€’ Strong organization skills. β€’ Ability to organize and prioritize job assignments and complete tasks in a timely manner, at times, with limited supervision. β€’ Collaborative team player with a proactive approach to supporting project success. β€’ Proven ability to organize data, report on studies in a logical and effective manner. β€’ Proficiency with Microsoft Excel, Word, PowerPoint and other computer applications and file organization procedures is required. β€’ Demonstrated ability to use Pivot Tables, Tables and Database formulas within MS Excel at an intermediate level. β€’ Working knowledge of SAP Products is preferred. β€’ Effective communication and interpersonal skills. β€’ Strong communication and persuasion skills – the ability to proactively engage and talk comfortably with anyone from immediate colleagues to remote working groups, and from recent graduates to upper management.
