Role description
Onsite in Downtown NY SAS Code / Oracle PL/SQL Developer SAS/Oracle Developer who will be responsible for converting SAS code into Oracle database Tables, views, procedures, packages and functions. Developer also will be helping to create, design, database tables, Develop packages, stored Procedures, and functions with industry standard and make sure queries performance is optimal. Background The Administration for Children’s Services The New York City Administration for Children’s Services (ACS) protects and promotes the safety and well-being of the City’s children and families by providing child welfare, juvenile justice, early care and education funding, and primary prevention and other services that promote and support child and family well-being. Office of Information Technology The Office of Information Technology (OIT) is responsible for providing Information Technology (IT) services to ACS. These services include Systems Development, Database Management, Network and Telecommunication Services, as well as technical support needs. The department provides IT solutions to address the agency’s overall business and operational needs. The department is also responsible for interacting with the New York State Office of Children and Family Services and other NYC agencies with regard to all IT related issues. This Office of Information Technology is also responsible for implementing and enforcing compliance with NYC OTI Citywide IT policies. Scope of Work • Selected Candidate will convert (re-develop) existing SAS technology-based code/ Backend process into an optimized Oracle PL/SQL codebase. • This backend process integrates multiple data-sources, applies data cleansing, massages data, implements business logic & business rules, and prepares data for final reporting. • Selected Candidate will ensure the converted code maintains the functional equivalence or better and performance efficiency of the original SAS code. Vendor Qualifications Experience and Expertise: • The vendor will provide a SAS/Oracle Developer with minimum of 7 years of Oracle PL/SQL and minimum 4 years of SAS development experience. • Developer should have proven track record of successfully converting SAS code to Oracle PL/SQL in similar projects. • Developer should possess a deep understanding of both SAS and Oracle PL/SQL, including their respective strengths, limitations, and best practices. • Developer must have experience with performance tuning and optimization in Oracle database environments. • Developer should have familiarity with data warehousing, ETL processes, and database management. • Developer should have strong problem-solving skills and ability to troubleshoot and resolve technical issues promptly. • The selected developer will perform unit testing, Quality Assurance testing and work with users for UAT testing and remediation. Technical Skills: • Proficiency in SAS programming and Oracle PL/SQL development. • Expertise in SQL and understanding of relational database concepts. • Knowledge of data modeling, database design, and schema creation in Oracle. • Ability to use Oracle development tools and utilities such as TOAD and SAS code Editor effectively. Conditions: • ACS will interview and approve the candidate for this position. • ACS reserves the option to replace the developer if the person does not meet the qualifications and/or does not demonstrate these qualifications while onsite.
