Position Overview
A contractor is sought to design, develop, and support digital tools using Microsoft 365 applications—primarily Power Apps—to streamline and modernize administrative operations at a headquarters-level organization.
Primary Focus: Travel Management Tool
The core responsibility will be to build and maintain a comprehensive travel management solution that supports various travel categories, including:
• Temporary Duty (TDY) travel
• Home leave travel
• Children’s education-related travel
• Recruitment and separation travel
This initiative is part of a broader effort to digitize and optimize administrative workflows across:
• Human Resources
• Business Management
• Legal Operations
Tool Capabilities
The travel management tool will be expected to:
• Facilitate travel planning and retain historical travel data
• Provide leadership with actionable insights into travel patterns across military, civilian, and contractor personnel
• Be delivered by October 2025, with the goal of:
• Standardizing and integrating travel plans for calendar year 2026
• Serving as the foundation for future travel requests
• Incorporating PDFs and checklists to support travel claims
Technical Integration & Expansion
The contractor will enhance and expand existing systems by:
• Integrating new travel planning features into a current Power Apps-based travel request tool
• Leveraging SharePoint Online and Power Automate as the underlying platforms
• Extending portal functionality to include:
• Travel claims processing
• Desk booking applications
• Automated notifications to management regarding staff travel plans
ERP Integration
• Evaluate the feasibility of integrating travel tools with an Oracle-based ERP financial system
• If approved, support the development and implementation of necessary APIs
Human Resources Support
Additional responsibilities include:
• Developing a SharePoint-based tool for civilian oversight and HR management
• Improving organization and accessibility of the internal HR library
• Administering and maintaining a workforce planning dashboard, including budget data integration
• Supporting and maintaining an existing PowerApps solution for “Revalidation of Allowances”
Business Management & Legal Automation
• Provide automation support for business and legal processes
• Serve as an internal resource for the continued development of intelligent automation solutions
Additional Responsibilities
• Execute tasks as directed by the Contracting Officer’s Technical Representative (COTR), consistent with the designated labor category
Essential Qualifications
• Professional Experience
• Minimum 5 years in Microsoft software development or DevOps (degree may be substituted with experience)
• Power Platform Expertise
• At least 3 years (within the last 5) developing solutions using Power Apps, Power Automate, and Power BI
• SharePoint Online
• Minimum 3 years (within the last 5) of development and customization experience
• API Integration
• Demonstrated experience with API-driven projects
• Network Environment Familiarity
• Experience working within constrained, dependency-heavy network environments
• Governance Frameworks
• Knowledge of Power Platform or intelligent automation governance, including:
• Environment strategy
• Security models
• Data Loss Prevention (DLP) policies
